About the role

  • Coordinate financial operations, including overall financial monitoring and support/guidance to country offices to ensure fiscal well-being of supported projects.
  • Provide financial management and guidance, conduct analyses of financial data, provide budget analyses for project funds, and review and prepare required reports to the donor to ensure compliance with donor requirements.
  • Provide high level analytical expertise, implement business strategies, and develop strong customer relationships.
  • Create, review, and monitor multiple country program budgets with annual budgets from $1-20M.
  • Collaborate with staff from other teams and offices to update cost-to-complete analyses periodically.
  • Assist in subaward management, including assessment of capacity and review and monitoring of budgets and expenditures.
  • Provide on-site and remote financial technical assistance to country-based staff and provide guidance on policy and regulations related to procurement and compliance.
  • Interpret and provide explanation for discrepancies and variations in financial data; process invoices from sub-awardees, consultants and other vendors; process travel expense reports.
  • Independently analyze and resolve complex challenges; use financial systems to produce reports, analysis, financial models and databases.
  • Interpret, analyze and evaluate data, ensure compliance with applicable state and federal statutes, and apply GAAP.
  • Implement, enhance, and evaluate tools, systems and processes; serve as a trusted advisor to management and may lead teams on complex issues.
  • Apply acquisition principles and regulatory understanding in financial monitoring, reporting and oversight.

Requirements

  • Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting or Related Field or an equivalent combination of relevant education and/or experience.
  • 8 Years of progressively responsible accounting, finance and operational management experience.
  • Experience providing financial management of Department of State global awards, including direct support to program and country offices, direct oversight of subrecipients and execution of subrecipient preaward and monitoring tasks.
  • Hands-on experience creating budgets, monitoring costs, and preparing estimate-to-complete analyses.
  • Advanced knowledge of U.S. Government grants, contracting and auditing standards.
  • Advanced knowledge of acquisition principles, regulations and associated financial contract management.
  • Excellent analytical and organizational skills.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English; fluency in French/Spanish preferred.
  • Experience working under minimal supervision.
  • Proficiency in spreadsheet software required.
  • Knowledge and application of Generally Accepted Accounting Procedures (GAAP).
  • Ability to travel 10-15%.
  • Proficiency with Microsoft applications (Office 365, SharePoint, Skype/Zoom/Teams).
