About the role
- Lead end-to-end discovery, analysis, and design activities integrating business objectives with user-centered design principles
- Conduct user research (interviews, surveys, contextual inquiry) to identify needs, behaviors, and pain points
- Analyze qualitative and quantitative data to generate insights informing requirements and design
- Translate findings into user personas, journey maps, service blueprints, and process models
- Define and document testable business requirements, epics, features, and user stories grounded in HCD and Agile
- Create wireframes, low- to mid-fidelity prototypes, and user flows to visualize and validate solutions
- Facilitate workshops, design sprints, and co-design sessions with stakeholders
- Lead usability testing and iterative design improvements
- Collaborate cross-functionally with developers, product owners, and stakeholders to deliver MVPs and POCs
- Document and maintain business process models, system logic, and functional specifications
- Act as SME on systems and applications and contribute to technical documentation and knowledge management
- Align design thinking with Agile delivery and mentor junior analysts
- Manage scope and schedule, resource estimation, project initiation, and execution
- Support product vision workshops and stakeholder engagement
- Monitor process performance metrics and recommend improvements
- Occasional travel for training and project meetings (estimated <25% per year)
- Work within Eastern time zone hours (expected 9:00 AM to 5:00 PM Eastern)
Requirements
- All candidates must pass public trust clearance through the U.S. Federal Government
- Candidates must either be U.S. citizens or meet Foreign National Government System requirements (lived within the U.S. for at least 3 of the previous 5 years, valid passport from country of birth, appropriate VISA/work permit)
- 7+ years with a Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related scientific/technical discipline OR 10+ years of general information technology experience
- Demonstrated success providing support within the CMS OIT environment
- Demonstrated experience and familiarity with CMS OIT data systems (e.g. IDR-C, CCW, EDM)
- Proven experience as a Business Analyst
- Demonstrated expertise in Human-Centered Design (HCD) principles and methodologies
- Proven abilities to be collaborative, take initiative, and be innovative
- Analytical mind with problem-solving aptitude
- Experience with Agile and/or SAFe methodologies
- Experience with Atlassian Jira/Confluence
- Excellent command of written and spoken English
- Ability to obtain and maintain a Public Trust; residing in the United States
- Flexible and willing to accept changing priorities as necessary
- Desired: In-depth knowledge of CMS regulations and experience with complex healthcare or data infrastructure projects
- Desired: Experience working in the healthcare industry
