  • Lead a portfolio of new nuclear power plant development and delivery projects, ensuring delivery within scope, schedule, and budget
  • Drive consistent use of project management and controls systems (schedule, cost, risk, change control, reporting)
  • Establish the operating cadence that makes progress and risk visible, standard portfolio reviews, disciplined action tracking, clear escalation paths, and decision-ready dashboards for leadership
  • Identify cross-project risks, resource constraints, and interdependencies, and bring clarity and resolution quickly
  • Provide clear, decision-ready reporting to the CDO and executive leadership
  • Define and implement a phase-gate governance model that enables disciplined decision-making and transparency
  • Establish and maintain PMO standards, procedures, and performance frameworks to deliver projects safely, compliantly, and predictably
  • Build robust portfolio risk management practices that surface issues early and drive mitigation
  • Partner with Legal and functional leaders on contracting strategies, procurement alignment, and claims avoidance/mitigation
  • Drive delivery strategy and risk allocation across EPCs, owner’s engineers, and reactor/vendor-supplied major equipment, with disciplined change control and strong claims avoidance practices
  • Serve as a key liaison with internal leaders and external stakeholders, including regulators, clients, and strategic partners
  • Ensure effective communication, alignment, and transparency across all levels of the organization
  • Represent Elementl in discussions that reinforce confidence in our execution capabilities
  • Reinforce a strong nuclear safety and quality mindset across the portfolio, ensuring procedural rigor and compliance without unnecessary bureaucracy
  • Lead and develop a high-performing organization of Project Directors, Project Managers, Project Controls, Contracts, Document Management, and other delivery support functions
  • Align staffing plans and capabilities to portfolio demands
  • Foster a culture of nuclear safety, accountability, and continuous improvement
  • Integrate digital tools, analytics, and AI-enabled solutions into project management and reporting
  • Improve predictability, efficiency, and delivery performance through continuous improvement initiatives
  • Champion data-driven decision-making across the PMO and delivery teams

Requirements

  • 15+ years in project management for large-scale capital infrastructure projects, with significant commercial nuclear project experience strongly preferred (or closely related energy experience with directly transferable nuclear delivery scope)
  • Demonstrated success leading large, complex nuclear projects within a strong matrixed PMO environment
  • Overseen a portfolio of large infrastructure projects with total portfolio value in the billions of dollars
  • Bachelor’s degree in Engineering, Science, or Business (required); an MS/MBA is preferred
  • End-to-end expertise across nuclear project development and delivery that includes siting, licensing, engineering, EPC execution, commissioning, and turnover to operations
  • Commercially strong, with contracting experience across EPCs, owner’s engineers, reactor vendor–supplied major engineered equipment, and operational support services
  • Proven track record implementing governance, oversight, and support management frameworks within a PMO organization that drives predictable and standardized project delivery
  • Executive-ready leader with excellent communication and stakeholder management skills across complex internal and external environments
  • Deep understanding of U.S. NRC regulatory regimes; experience with projects receiving DOE financial assistance awards is a plus
  • Willing to travel frequently to project sites and stakeholder meetings and at the appropriate time in the project lifecycle, relocate to the project site on a temporary or permanent basis
  • Credentials such as: P.E., PMP, SRO or similar would be a plus
