About the role

  • Lead and manage the comprehensive 16-week assessment plan focused on operational stability and modernization readiness from inception to delivery with an option to continue on to implementation.
  • Lead the identification of architectural risks and develop robust mitigation strategies.
  • Review and validate all stabilization recommendations to ensure technical feasibility and long-term viability.
  • Ensure coexistence strategies are perfectly aligned with Commercial Off-the-Shelf (COTS) modernization efforts.
  • Provide high-level briefings and strategic advice to executive stakeholders, translating complex technical findings into actionable business insights.
  • Ensure all outputs are disciplined, technically credible, and informed by rigorous risk analysis.

Requirements

  • Bachelor’s Degree in Computer Science, Information Technology, Engineering, or a related technical field.
  • 7+ years of professional experience in technical leadership or advisory roles.
  • 7+ years of experience in:
  • - Legacy system modernization advisory.
  • - Enterprise architecture assessment.
  • - Infrastructure transition and decoupling strategies.
  • - Risk mitigation planning.
  • - Governance-aligned program leadership.
  • Proven track record in:
  • - Complex interdependent application environments.
  • - Application and infrastructure modernization.
  • - Modernization and migration planning and roadmapping.
  • - Security and operational stabilization during modernization.
  • Ability to inspire and motivate cross-functional product teams to ensure that the product vision and goals align while providing guidance and support throughout the product lifecycle.
  • Comfortable working in a dynamic and fast-paced environment, you must adapt to shifting personalities and navigate new challenges.
  • Strong knowledge of modern technologies and agile methodologies, focusing on delivering user value and maintaining a high-quality user experience.
  • Demonstrated ability to make data-informed decisions, effectively communicate (written and verbal), and manage change with diverse stakeholders.
  • US Citizenship or Permanent Residency required.
  • Must reside in the Continental US; located in the state of Pennsylvania a plus, but not required.
  • Depending on the government agency, specific requirements may include public trust background check or security clearance.
