Growth Marketing

• Lead and manage a team of Land and Property Managers, providing strategic direction, oversight, and integration assurance for cohesive, compliant project delivery, and facilitating effective communication and coordination with suppliers to ensure cohesive integration of deliverables and milestones.
• Develop and deliver effective land and property strategies and plans to support a successful DCO application and delivery of the project, including preparation for the DCO examination process such as objection resolution, evidence and resourcing plans.
• Review and challenge compensation forecasts, assumptions, negotiation strategies, and risk allowances to ensure the Property Cost Estimate remains robust, evidence-based, and defensible.
• Provide guidance to support Land and Property Managers in designing and delivering a solution aligned to a central approach, to successfully acquire the land and property required to construct, commission, and operate the railway.
• Oversee and co-ordinate delivery of an engagement and consultation plan across all areas with those who have an interest in land and property, facilitating effective and respectful communication with landowners and their representatives to secure temporary and permanent land assembly and manage objections in line with the Company's vision and behaviours.
• Lead engagement strategies aimed at minimising objection risk and supporting timely acquisition of land and rights.
• Contribute to the development and implementation of acquisition strategies, including the strategic use of compulsory purchase powers, temporary possession, and negotiated acquisition approaches to minimise programme and compensation risk.
• Secure investment authority through the governance process, including development of business cases, and manage the overall property cost estimate, risks, and opportunities to secure fair compensation for those with a land interest affected by the project and deliver value in line with managing public money requirements.
• Monitor project progress and lead the management of compensation risk across the programme, ensuring emerging valuation, acquisition, and stakeholder risks are identified early, quantified appropriately, and actively managed through mitigation strategies, governance controls, and proactive engagement with suppliers and affected parties, facilitating on-time delivery within budget.
• Support the identification and assessment of development and commercial opportunities associated with land acquisition and station development, ensuring opportunities are considered at an appropriate stage in design and delivery.
• Prepare and present programme reports, updates, and performance metrics to the Head of Land and Property and other senior managers.
• Act as Project Lead for the Lot 1 Land and Property Partner Contract, covering negotiation and compensation, coordinating with EWR workstream leads for each area.
• Provide contract management input, including change control, for the administration of the Land and Property Supplier contracts.
• Take responsibility for your own and others' health and safety, working to EWR Co's Health and Safety principles.

Land and Property Acquisition Manager

Program Manager

• **Role Summary:** ****
• The **Programme Manager** is a key role within the Land & Property team, reporting to the Head of Land and Property, responsible for securing all land required for the EWR project and supporting successful delivery of the Development Consent Order (DCO).****
• The role is accountable for:
• - Developing and managing delivery of an integrated Land and Property programme to secure the Development Consent Order and support delivery of the project.
• - Coordinating and integrating delivery of governance, assurance, and management of risk and opportunities across land and property workstreams.
• - Managing governance, risk, suppliers, and programme integration on behalf of EWR as an intelligent client.
• The Programme Manager leads a team of project managers and technical specialists in land referencing, land access, and assembly, with strategic oversight and assurance of external land and property suppliers, including their strategies, forecasts, risk assessments, data quality, performance, and consistency of approach across the programme.
• **This includes chairing structured programme review meetings with external advisors to monitor performance, review emerging risks, and ensure alignment with programme objectives and governance requirements, together with close liaison with other EWR teams and oversight of external relations with landowners, their representatives, and statutory bodies.****
• **The Function:**
• The Strategy, Sponsorship and External Affairs function defines what EWR Co is and the impact it will deliver, secures the approvals required to deliver the scheme, holds the Development Consent Order submission (including statutory consultation), and builds the business case, holding design and delivery to account to realise the intended economic benefits. Within this function, the Land and Property team acts as an intelligent, informed integrated team, using a network of third-party strategic suppliers to bring the capabilities required to deliver the land needed to construct and operate the project****

Land and Property Programme Manager

Paralegal

• Preparing first drafts using templates and precedents, and updating standard legal forms, materials and playbooks.
• Supporting the management of claims and disputes — maintaining litigation registers, organising case papers and tracking deadlines.
• Running disclosure exercises, including scoping searches, coordinating with IT, reviewing documents and maintaining clear records.
• Assisting with the legal budget: tracking spend, processing invoices, maintaining spend trackers and pulling figures for reporting.

Procurement

• Develop and implement procurement strategies for large-scale and complex construction and works contracts, aligning with EWR Co’s commercial strategy and governance frameworks.
• Manage the end-to-end procurement process from tendering and market engagement through to contract award, including preparation of tender documents, evaluation of proposals, and management of the selection process.
• Conduct market analysis to identify potential suppliers and assess market conditions, working with the Supply Chain team to test alignment with wider HMG and construction policy.
• Ensure compliance with procurement regulations and internal policies throughout, including the issue of public notices and reporting to Cabinet Office and DfT.
• Engagement and stakeholder management across the business and into government teams.
• Collaborate with the Contract Management team to support smooth post-award transition, including through stage 1 contracts and early contractor involvement.
• Monitor and report on procurement performance, identifying and resolving issues as they arise.
• Line manage an Assistant Procurement Manager, supporting their growth through regular reviews, objective-setting, and day-to-day coaching.

Procurement Manager

Operations

• Coordinate and oversee on-site operational teams delivering surveys, utilities works, and advance enabling activities, ensuring delivery is safe, on programme, and to the required quality.
• Act as EWR Co’s client-side enabling construction manager for all packages of work in scope of the enabling function.
• Fulfil the role of NEC ECC Supervisor, monitoring works, verifying compliance with the Works Information and Scope, and managing the defects process (supported by EWR’s Engineering teams).
• Monitor contractor(s) performance against scope, programme, and quality requirements, providing assurance through regular office and site engagement.
• Identify operational risks affecting delivery, including programme, logistics, land access, safety, and ecological constraints, and develop practical mitigation measures.
• Contribute to procurement and supplier management activity, bringing on-the-ground construction experience to inform strategy.
• Provide regular reporting on site progress, risks, and operational performance to the project leadership team.
• Maintain a strong health and safety culture in line with CDM requirements, working alongside H&S and CDM advisors.
• Serve as the operational interface between contractors, designers, environmental teams, and project management functions.

Operations Manager – Enabling Works, Delivery & Construction Management

• Support the Delivery Executive Director and Deputy in resolving key delivery issues, acting as a senior troubleshooter for complex, unexpected, and cross-functional challenges.
• Provide strategic delivery oversight across the function, applying lessons from major project experience to set the programme up for success.
• Represent the Deputy Executive Delivery Director at executive, management, and Board level meetings as required.
• Respond to executive requests and represent EWR Co at stakeholder events.
• Lead cross-functional delivery readiness, with particular focus on integration across disciplines, resourcing, and establishing the conditions for a safe and efficient start on site.
• Support baseline management across the delivery team, ensuring that scope, schedule, and cost plans are aligned and delivering the required outcomes.
• Support governance development, strengthening the effectiveness of meetings to drive decisions, assurance, and accountability.
• Provide visible safety leadership, actively shaping a culture where safety is a core organisational value.

Senior Programme Manager

Compliance

• Support the development and implementation of commercial compliance, risk, and assurance frameworks, identifying improvements and ensuring updates in line with procurement regulations.
• Monitor and report on compliance with internal commercial policies and external regulations such as (but not limited to) PA23 and the Notices therein, PPNs, DfT and HMT policies and Playbooks.
• Conduct risk assessments and develop mitigation strategies related to commercial activities.
• Independently undertake assurance and provide reports (verbal and written) on the effectiveness of the process outputs and deliverables across the commercial lifecycle taking into account best practice, value for money and regulatory compliance.
• Plan and control the execution of assurance undertaken, ensuring it balances the need for commercial activity to progress at speed, whilst also allowing new contractual commitments to be developed effectively.
• Assist and direct external subject matter experts (individual or panel) in the delivery of additional assurance, planning work allocation and reviewing outputs and ensure timely resolution of audit findings.

• Act as a trusted legal partner to land, environment and delivery teams and advise on all aspects of land and property matters, including compulsory purchase and blight acquisitions, disposals, leases, licences and easements and related compensation issues.
• Provide legal advice on the management of our growing property portfolio and support the legal aspects of land access and rights, enabling delivery teams to progress activities without unnecessary delay.
• Draft, negotiate and conclude both standardised and bespoke agreements, ensuring alignment with programme requirements and timelines.
• Identify, assess and manage land and property-related legal risks in a proportionate and delivery-focused manner.
