About the role

Key responsibilities & impact
  • Develop cost estimates from conceptual design through construction
  • Monitor and reconcile cost estimates as design progresses
  • Participate in pre-award value engineering and constructability review discussions
  • Review change order proposals and develop fair and reasonable recommendations
  • Participate in contractor negotiations and document points of agreement and disagreement
  • Develop records of negotiation documentation
  • Develop conceptual estimates from preliminary planning documents, price alternatives and options, and provide opinions of probable cost for phasing scenarios
  • Develop detailed estimates from engineering drawings, identify deficiencies and questions, and assist the project team in resolving them
  • Reconcile internal estimates with third-party estimates and communicate the results
  • Establish reporting cycles communicating when and why estimates change
  • Prepare and review material takeoffs, conceptual and comparative cost studies, detailed system and subsystem breakdowns, unit-rate estimates, extensions, standard factors, overhead rates, and fees
  • Accumulate, evaluate, and document historical cost data for future estimates
  • Prepare and/or review final Engineer’s estimates
  • Review contract documents and modifications to determine scope and equitable cost allowances
  • Coordinate with project management and project engineering personnel
  • Support change management for current and planned projects
  • Review change order scope, labor rates, labor productivity, quantities, material pricing, equipment rates, contractor markups, and applicable caps
  • Perform other duties as assigned

Requirements

What you’ll need
  • Must have pipeline experience
  • Bachelor’s degree in Engineering, Construction Management or related field
  • 3+ years estimating experience with some experience in supporting active horizontal/utility construction projects
  • Experience in civil and underground utility estimating directly related to both engineering and construction projects
  • Proactive, firm and respectful approach to estimate reconciliation efforts and change order processing
  • Knowledge of presenting graphical data as related to estimating
  • Proven accuracy, reliability and completeness in job accomplishment
  • Effective oral and written communication skills
  • Experience with estimating presentation to upper management
  • Must have Heavy Bid experience
  • Thorough familiarity with MS Office suite software: Word, Excel, PowerPoint, and Outlook
  • Proficient with large-scale estimating software
  • Experience with Adobe Acrobat required
  • Knowledge of contracting methods such as Design/Bid/Build (DBB), Design Build (DB), Construction Management At Risk (CMAR), and Guaranteed Maximum Price (GMP)
  • Demonstrated proficiency in estimating formats
  • Proficient with industry estimating databases and other estimating data sources
