Provide accounting guidance and support to enhance defense accounting and reporting capability
Provide defense property accountancy support to increase transparency and public trust, reduce fiscal procedure response times, and increase fiscal system effectiveness
Provide IPSAS-focused accounting expertise and property-focused accounting expertise to advise financial management departments via virtual and in-country briefings
Support institutional reform and modernization efforts for defense financial management
Short-term engagement: anticipated start 2025-10-01, estimated 130 hours over 3 months, potential follow-on through September 2026
Remote work with limited travel; virtual and in-country international briefings
Requirements
Defense Accounting SME with International Public Sector Accounting Standards (IPSAS) implementation expertise
Demonstrated understanding of IPSAS principles
Previous experience implementing IPSAS
Demonstrated understanding of accrual-based accounting, including accrual principles, revenue recognition, and expense-revenue matching
Knowledge of cash-based accounting (preferred)
Demonstrated understanding of asset valuation and recognition using historical cost (required) and fair value (preferred)
Familiarity with criteria for recognizing and measuring inventories and Plant, Property, and Equipment (PP&E)
Demonstrated understanding of asset categorization, especially PP&E categories and associated accounting treatment
Demonstrated familiarity with financial reporting standards
Previous experience in public sector accounting; international public sector accounting experience preferred
Demonstrated knowledge of stewardship reporting (preferred)
Ability to obtain Secret clearance
