Full-stack Engineer

• Strong understanding of California Building Standards Codes and Referenced Standards.
• Responsible for the technical review of construction documents related to residential, multi-family, and commercial construction.
• Review drawings, calculations, soils reports and other documents for conformance with the requirements of the California Building Standards Codes and Reference Standards.
• Uses engineering judgment to assess the adequacy of a design to address life-safety review, structural review, or other aspects of the code.
• Have a thorough knowledge of construction inspection and plan review protocols, policies, and procedures.
• Ability to read and interpret maps, construction diagrams, electronic plans, and specifications of projects and evaluate them for compliance with California Building Standards Codes, Reference Standards, and other governing Codes and ordinances.
• Understand design discipline coordination, plan development and writing effective plan check correction notices.
• Exhibit sound judgment reading and interpreting code requirements.
• Ability to suggest alternate forms of compliance with codes & ordinances.
• Supervise Plan Check Engineers.
• Prepare and present effective oral and written reports.
• Develop a working understanding of electronic plan check submittals, review, and various software systems and other applicable management tools.
• Maintain effective working relationships with government agencies, civic organizations, architects, contractors, engineers, and the public.
• Represent the department at internal and external meetings and exhibit sound judgment while representing CSG and its clients.
• Stay current on legal and technical developments pertaining to building construction and codes.
• Function independently as an expert in matters of specialized code, rules, and policy.
• Work towards obtaining and maintaining additional ICC Certifications as related to duties of the position.
• Work under the general direction of the supervisor who outlines work assignments, occasionally reviews work in progress and periodically reviews completed work.
• Perform other related duties as required.

Senior Plan Check Engineer – FT, Hybrid

Civil Engineer

• Demonstrate a strong understanding of the California Building Standards Code and the Referenced Standards.
• Conduct comprehensive technical reviews of construction documents for all building types (residential, multifamily, commercial, industrial, and other structural projects).
• Evaluate drawings, structural calculations, geotechnical/soils reports, and related documents for compliance with the applicable codes and standards.
• Apply engineering judgment to assess structural integrity and life-safety aspects of proposed designs.
• Possess in-depth knowledge of construction inspection, plan review procedures, and departmental policies.
• Accurately interpret and review construction drawings, specifications, and calculations to ensure code compliance.
• Understand and evaluate interdisciplinary coordination, plan development, and compose clear, effective plan check correction notices.
• Interpret code requirements accurately and exercise sound judgment in their application.
• Propose acceptable alternative methods and materials that meet code intent and performance criteria.
• Supervise, mentor, and support structural engineers and plan review staff.
• Prepare and present clear, concise, and technically accurate oral and written reports.
• Develop proficiency in electronic plan check systems and utilize applicable software tools for document review and management.
• Foster and maintain effective working relationships with government agencies, developers, architects, engineers, contractors, and the public.
• Represent the department at internal and external meetings, upholding the integrity of both CSG and its client jurisdictions.
• Serve as a liaison between the plan check team and jurisdictional staff to ensure efficient processing of permit applications.
• Stay informed of current trends, code updates, and legal developments related to building construction and structural safety.
• Act independently as a subject matter expert in specialized code areas, rules, and policies.
• Actively pursue and maintain relevant ICC certifications related to job functions.

Senior Structural Engineer – FT

General

• Manage policy planning projects and programs within Planning departments, under the general direction of the Principal Planner, Senior Principal Planner, and/or Director.
• Comprehensive experience preparing and reviewing land use entitlement applications for a California Public Agency.
• Evaluate complex land development proposals (Pre-Applications, General Plan amendments, Text Amendments, Re-zonings, Conditional Use Permits, Variances, Annexations, land subdivisions and other development requests.)
• Ability to be flexible and adapt to varying work environments such as working directly at a client site, from an assigned office location, able to work remotely, and/or from other locations as necessary.
• Gather, analyze, and present data in the form of written, graphic, or oral reports and presents findings and recommendations before the approving body (Planning Commission, City Council, Board of Supervisors and other bodies) at public hearings.
• Plan, manage, and participate in the preparation of advanced planning projects.
• Coordinate California Environmental Quality Act (CEQA) compliance, manage environmental consultants, and review CEQA documentation, including mitigation monitoring or reporting program requirements associated with current and advanced planning projects.
• Plan and participate in meetings of various civic, business and community organizations.
• May lead a team on a planning initiative as assigned.
• May represent the Planning Department at the Architectural Committee, Historical and Landmarks Commission, and other planning advisory committees as needed.
• Act as a company representative while actively pursuing new business opportunities.
• Customarily and regularly exercise discretion and independent judgment.
• Perform other related duties as required.

Senior Urban Planner

• Perform and manage complex and sensitive professional planning projects, research, and analysis.
• Monitor and ensure compliance with local, state, and federal laws.
• Oversee specialized planning functions such as large-scale new development proposals and environmental studies.
• Advise the Planning Director and/or Vice President of Planning Services on all planning-related matters.
• Assign work to professional staff and ensure appropriate training is provided.
• Evaluate operations and activities of assigned responsibilities.
• Prepare reports on operations and activities, recommending improvements and modifications.
• Handle sensitive personnel matters.

Principal Planner – Urban

• Assist senior planning consultants in the management of both ministerial and discretionary land use projects to determine compliance with General Plan Policies, Zoning Ordinance regulations, State Land Use regulations, Specific Plan policies and regulations, and other agency processes, as necessary.
• Advise applicants and property owners about procedures for the filing of ministerial and discretionary land use applications, including, General Plan and Zoning amendments, zoning review, subdivision review, variances, use permits, environmental review, and design review.
• Assume a lead project manager role in the review of complex planning applications to determine completeness, compliance, and consistency with development and design standards.
• Make decisions to determine the level of California Environmental Quality Act (CEQA) review required for discretionary land use applications.
• Process applications and reviews plans necessary for issuance of a variety of permits.
• File, route, and track applications and permit documents to City departments and staff, and coordinate with other regulatory agencies and individuals concerned with proposed developments.
• Conduct site inspections and field investigations.
• May provide customer service in-person to support a municipality’s Permit Center involving coordination with property owners, project developers, public officials, and consultants in review of plans for development.
• Assist in the review for compliance with the state or local Model Water Efficient Landscape Ordinance (MWELO).
• Review plans for adherence to architectural review guidelines and regulations and other objective planning standards.
• Maintain planning data using various computer software programs.
• Prepare graphics, public notices, and distribution lists for public hearings and/or meetings.
• Respond to inquiries from the general public and independently resolve issues related to the client’s planning and zoning procedures.
• Conduct research and provide information to City staff and the general public regarding land use issues and standard environmental documentation.
• Develop special studies and general reports.
• May represent the municipality at Planning advisory committees, other committees, and agencies.
• Prepare a variety of reports and draft ordinances for City staff, the City Council, Zoning Administrator, and the Planning Commission.
• Prepare correspondence and other similar documents to fulfill policy and legal requirements.
