Support the Office of Under Secretary of Defense for Personnel and Readiness (P&R) Office of Manpower and Reserve Affairs (M&RA) by providing strategic communications expertise to enhance outreach, messaging and engagement efforts
Develop, execute, and evaluate strategic communication plans for internal and external audiences, including Congress, media, Federal partners, and the military community
Conduct audience targeting, message development, and identification of communication channels, tactics, and metrics for campaigns
Support internal communication campaigns, including data visualizations, executive speech writing, talking points development, and hosting virtual or hybrid events such as town halls, webinars, and forums
Research, write, edit, and coordinate stakeholder reports, briefing materials, talking points, and decision support materials
Produce high-quality communication materials, including presentations, infographics, and reports for initiatives, pilot programs and research areas
Review, rewrite, and proofread correspondence and other written materials for accuracy, clarity and compliance with DoD standards
Provide liaison support for Congressional and Legislative Affairs, including tracking, coordination, editing, writing, and packaging briefing slides
Conduct legislative research and analysis on proposed legislation and facilitate responses to congressional inquiries
Plan and support meetings, conferences, and events, including booking facilities, drafting invitations, coordinating calendars, agendas, and reminders, and preparing presentations
Facilitate working groups, focus groups, roundtables, summits, and ceremonies, ensuring accurate documentation of key discussion points and follow-up actions
Design and execute creative campaigns for public service announcements and paid media across digital and traditional formats
Conduct in-person, hybrid or digital stakeholder engagement events to improve communication capabilities and total force resilience
Provide support to agency personnel to transfer skills and knowledge necessary for long term operations
Develop training materials and deliver educational support related to communication methodologies and practices
Requirements
Bachelor's degree in Communications, Public Relations, Journalism, Political Science or related field, plus 2-4 years of related experience
Two to four years’ experience in strategic communications, public relations, or related field
Experience supporting DoD or other federal agencies in strategic communications or legislative affairs
Strong oral and written communication skills, with the ability to produce high-quality materials under tight deadlines
Ability to work collaboratively in a fast-paced environment and communicate effectively with senior leaders
Active Secret security clearance (Minimum Clearance Required: Secret; Must Be Able to Obtain: Secret)
Preferred: Master's degree in Communications, Public Relations, Journalism, Political Science or related field
Preferred: Familiarity with DoD policies, processes and procedures, including Congressional and Legislative Affairs
Preferred: Knowledge or data visualization tools and techniques
Preferred: Experience in event planning and stakeholder engagement
