About the role

  • Leads a large, mission‑critical network‑modernization program that supports more than 5,500 field sites, multiple data centers/colocation facilities, and 175,000 + users across DHS.
  • Owns the full program life‑cycle—strategy, planning, execution, financial management, risk & issue management, stakeholder communication, and transition to operations.
  • Designs, builds, and maintains a cloud infrastructure with a focus on network security.
  • Architects scalable, secure, and highly available cloud solutions in environments like AWS, Azure, and Google Cloud.
  • Collaborates with IT teams, stakeholders, and vendors to deliver cloud-based infrastructure and services.

Requirements

  • Master’s degree in Computer Science, Information Systems, Engineering, or related field.
  • 15 + years leading large‑scale WAN/LAN programs of similar size and complexity (5,500 field sites, 2 or more datacenters/colocation facilities, and 175,000+ users).
  • Active certifications required: PMP, CCNP, ITIL v4, CISSP, Certified Scrum Master (CSM)
  • U.S. Citizen with ability to obtain DHS Public Trust / Full‑Scope BI.
  • Location: National Capital Region (primary at DHS HQ/DCAP1); limited travel to DCAP2 and field sites.
  • Schedule: Core hours 09:00 – 17:00 ET, Monday–Friday; on‑call support for Priority‑1 incidents.
  • Telework: Hybrid (up to 40 %).
