About the role

Key responsibilities & impact
  • Lead PSM strengthening across quantification, procurement, inventory management, distribution, and last-mile delivery, providing technical assistance to MoH and health facilities at all levels
  • Assess and scale up the open eLMIS, identify system bottlenecks, and develop evidence-based solutions to strengthen supply chain performance
  • Develop and update PSM SOPs, training curricula, and policy documents with MoH counterparts, and support transition planning toward full government ownership
  • Identify data and technology requirements, liaise with developers, and translate technical needs between government users, developers, and non-technical staff
  • Design and deliver capacity-building programmes and supportive supervision for MoH staff across provincial and facility levels
  • Monitor progress against workplans, and report performance and challenges to the Program Manager
  • Support the Program Manager with donor reporting and grant financial management
  • Represent CHAI to MoH officials, donors, and technical partners, and participate in technical working groups and coordination forums
  • Engage in other programmatic areas as priorities evolve

Requirements

What you’ll need
  • Bachelor's degree or higher in public health, supply chain, pharmacy, or related field
  • 3–5 years of progressive experience in health supply chain management, preferably in a low- or middle-income country context
  • Proven experience leading multi-stakeholder health systems strengthening programmes
  • Strong knowledge of PSM systems including quantification, procurement, and inventory management
  • Experience with digital supply chain tools such as LMIS/eLMIS
  • Excellent analytical, communication, and problem-solving skills in English
  • Familiarity with existing LMIS/eLMIS, Health Management Information System (HMIS) and other relevant systems used in Ministry of Health Laos
  • Proficiency in Lao would be an advantage
