About the role
Key responsibilities & impact- Provide front-line support to Toronto Water and wastewater plants, collection and distribution systems.
- Manage the lifecycle of Toronto Water operational technology assets, including SCADA servers/clients, PLC, WIN911, iHistorian, software and hardware.
- Provide specialized technical support for complex automation and programming services.
- Lead internal SCADA and PLC programming projects and technical project teams.
- Plan, design, implement and maintain PLC, SCADA, OIT and other computerized equipment.
- Oversee integration, testing, acceptance and approval of complex technical and process equipment installations.
- Conduct Factory Acceptance Testing and Site Acceptance Testing of control systems.
- Develop test strategies, test cases and test scripts for system, performance, usability and acceptance testing.
- Coordinate deliverables with internal departments, external groups, facility representatives, management and operations/maintenance staff.
- Lead implementation and rollout strategies and plans.
- Prepare post-implementation findings and lessons learned.
- Identify risks and prepare mitigation action plans.
- Establish and maintain client relationships to assess needs.
- Investigate and evaluate process-control-system modifications and SCADA problems.
- Prepare and present status reports, issue papers, briefing notes, staff reports and presentations.
- Prepare training materials and documentation for clients and staff.
- Support investigations, modifications and improvements of PLC and HMI systems.
- Participate in construction, commissioning, standby rotation, and occasional evening, overnight, weekend and holiday work.
Requirements
What you’ll need- College Diploma/Degree in Electrical or Electronic Engineering, Computer Science, or equivalent combination of education and experience.
- Considerable experience applying instrumentation, process control, PLC and SCADA principles to municipal water and wastewater treatment or collection/distribution systems.
- Considerable experience planning, designing and implementing PLC, SCADA and HMI systems using iFix, Proficy Machine Edition, RS Logix, Visual Basic, Kepware OPC, SimMagic and Pics-Pro.
- Considerable experience programming Emerson/GE Automation RX3i, Allen-Bradley PLC5, SLC and CLX systems, programmable controllers and remote I/O.
- Considerable experience with industrial control networks and protocols including ASCII, RS232, RS485/422, Ethernet/IP, Modbus, DNP3, ProfiNet, ProfiBus and HART.
- Experience with wireless communication including WirelessHART and UHF/VHF radio.
- Valid Province of Ontario Class G Driver’s License.
- Daily access to a vehicle for travel to work locations and construction sites.
- Ability to obtain a City Operator’s Permit.
- Ability to support iFIX SCADA, iTerminal server and iHistorian maintenance and service.
- Ability to interpret engineering drawings, FAT/SAT documentation, equipment and instrumentation layouts, schematics, specifications, process diagrams, process-control narratives and ladder/function-block logic.
- Ability to troubleshoot automation performance issues, PCS usage and performance.
- Ability to manage projects and tasks from inception to completion.
- Expert knowledge of PLC, SCADA, databases including SQL, Oracle and MSAccess, and related technology.
- Strong knowledge of Windows 11, Windows Server 2019/2022/2025, Active Directory and cybersecurity.
- Knowledge of programmable logic controllers, remote terminal units and data communications maintenance, repair and troubleshooting.
- Ability to coordinate internal and external stakeholders and staff.
- Ability to establish PCS guidelines, standards and processes and apply criteria innovatively.
- Ability to support technical standards and policies for PCS management and stewardship.
- Strong interpersonal, written and verbal communication skills.
- Ability to manage multiple assignments and conflicting priorities.
- Knowledge of current and emerging computing, communication, Internet and IT technologies, methodologies and business requirements.
- Commitment to customer service, performance, quality and continuous improvement.
- Knowledge of water-related provincial and federal legislation is an asset.
- Ability to work evenings, overnights, weekends and holidays, travel off-site and participate in standby rotation.
