About the role

Key responsibilities & impact
  • Develop, coordinate, and facilitate employee training programs for all City departments.
  • Design and deliver instructor-led, virtual, and blended learning experiences.
  • Assess organizational training needs through surveys, interviews, performance evaluations, and workforce data.
  • Develop training materials, presentations, job aids, manuals, and learning resources.
  • Coordinate leadership and supervisory development programs.
  • Maintain annual training calendars and employee training records.
  • Monitor compliance training requirements and assist departments in meeting mandatory training obligations.
  • Evaluate training effectiveness through participant feedback, assessments, and performance outcomes.
  • Support succession planning and workforce development initiatives.
  • Collaborate with department leaders to identify skill gaps and create employee development plans.
  • Assist in the implementation and administration of learning management systems (LMS) and online learning platforms.
  • Research industry trends and best practices in employee learning and organizational development.
  • Prepare reports and metrics regarding training participation, completion rates, and program effectiveness.
  • Support employee engagement, culture-building, and organizational development initiatives.
  • Facilitate workshops, seminars, leadership academies, and professional development programs.
  • Perform other related duties as assigned.

Requirements

What you’ll need
  • Bachelor's degree in Human Resources, Organizational Development, Education, Business Administration, Public Administration, Communications, or a related field.
  • 3 to 5 years of progressively responsible experience in training, learning and development, organizational development, human resources, or a related field.
  • Experience designing, developing, and facilitating employee training programs.
  • Experience creating training materials, presentations, and learning resources.
  • Experience utilizing adult learning principles and instructional design methodologies.
  • Preferred: Experience working in local government, public sector organizations, or similarly complex organizations.
  • Preferred: Experience implementing or administering a Learning Management System (LMS).
  • Preferred: Certification such as: Certified Professional in Talent Development (CPTD), Certified Training and Development Professional (CTDP).
