About the role
Key responsibilities & impact- Lead two contract specialists on the Common Collection System team
- Support the Director with day-to-day management of CCS Operator and service provider contracts
- Oversee contract administration, procurement of services, change notices, contract updates, performance tracking, data management and regulatory compliance monitoring
- Develop knowledge of Ontario waste diversion regulations and their impact on CCS operations
- Understand and administer Master Services Agreements, Statements of Work and related CCS agreements
- Develop and implement staff teamwork plans to meet deliverables on time and within budget
- Support relationships with municipal and First Nation communities participating in the CCS
- Coordinate transfer of executed contracts to the CCS Operator
- Administer contract changes, amendments and updates
- Maintain contract records, dates, deliverables and obligations
- Develop tracking tools and calendars for milestones, reporting, renewals and critical events
- Monitor contract performance and collect operational data for reporting, performance management and compliance
- Document interactions with collection service providers and material receiving facilities in enterprise systems
- Support contract negotiations, vendor management and business initiatives
- Improve contract administration and service delivery oversight procedures
- Prepare reports, dashboards, presentations and stakeholder updates
- Coordinate cross-functional deliverables, milestones and issue resolution
- Liaise with the PMO to document project and contract status
- Identify risks, issues and process-improvement opportunities and escalate recommendations
- Manage relationships with collection-system stakeholders and contracted service providers, including disputes and risk escalation
- Oversee administrative and project specialists
- Mentor, coach and manage direct-report performance, including succession planning
- Support team development and staffing with HR
- Participate in annual operations budget planning
- Prepare timely, data-driven operational reports
- Support strategic decision-making as a management team member
- Collaborate with National Operations on technology, innovation and continuous improvement
- Attend events and third-party meetings as needed
- Lead and support special projects
Requirements
What you’ll need- Bachelor’s degree, college diploma or equivalent management experience in a related field is required
- 5+ years progressive experience leading recycling collection systems, including contracts, operating standards, performance metrics and performance outcomes
- Knowledge of procurement processes gained through hands-on experience
- Experience and/or knowledge of First Nations consulting and contracting practices and processes is an asset
- Experience in a waste management operations role is highly valued
- Experience managing a team to meet key deliverables in a fast-paced environment with multiple stakeholder priorities
- Experience managing competing priorities with multiple stakeholders
- Proficient in Microsoft Office 365, Visio, SharePoint, Teams, Excel and Jira
- Ability to work in a dynamic environment where change, growth and innovation are constant
- Excellent interpersonal, influencing and negotiation skills, with tactfulness and diplomacy
- Experience working with senior executives, service providers and municipal representatives
- Collaborative and respectful interpersonal skills
