About the role

  • Lead the development, deployment, and maintenance of GIS applications, automated workflows, geoprocessing tools, and advanced spatial models.
  • Manage and optimize ArcGIS Enterprise environments including Portal, ArcGIS Server, Data Store, hosted services, and infrastructure monitoring.
  • Design and administer enterprise geodatabases with schema development, versioning workflows, QA/QC standards, and data governance.
  • Develop Python/ArcPy scripts, automation pipelines, ETL processes, and system integrations supporting operational and analytical needs.
  • Support and enhance web GIS platforms including Experience Builder, Dashboards, Web AppBuilder, StoryMaps, Survey123, and Field Maps.
  • Integrate and process diverse geospatial datasets including imagery, LiDAR, GPS, authoritative datasets, and real-time operational feeds.
  • Produce advanced situational awareness products, decision-support dashboards, and spatial analysis outputs for emergency operations.
  • Provide senior guidance on GIS standards, data quality, metadata, security, and enterprise system best practices.
  • Support emergency response operations and contribute to incident planning with mapping, analysis, and operational support.
  • Collaborate with IT, operations, planning teams, and field personnel to align GIS solutions with mission goals.

Requirements

  • Experience functioning in an operational incident, planned event, exercise, drill, or simulation within the past 3 years.
  • Experience supporting emergency management, disaster response, public safety operations, or ICS environments.
  • Hands-on experience collecting field data, coordinating with field teams, and translating operational needs into GIS products.
  • Experience producing situational maps, damage assessments, mission-tracking tools, and recovery support products.
  • Familiarity with NIMS, ICS structures, and GIS roles in planning, operations, and logistics.
  • Experience managing or supporting NIMS Type 1 or Type 2 GIS personnel and geospatial teams.
  • Competencies:
  • Leadership: Ability to guide GIS teams, provide mentorship, and support decision-making in high-pressure environments.
  • Communication: Strong written and verbal communication skills, able to translate complex geospatial concepts for diverse audiences.
  • Emergency Management Domain Knowledge: Understanding of disaster operations, ICS roles, and integration of GIS into EM workflows.
  • Collaboration: Ability to work effectively with planners, field teams, IT, and leadership.
  • Problem-Solving: Demonstrated ability to assess operational needs and translate them into GIS solutions.
  • Education Experience and Special Skills Required:
  • Minimum five (5) years of professional experience with ESRI ArcGIS technologies.
  • Experience administering ArcGIS Enterprise including installation, upgrades, backups, and service publishing.
  • Proficiency in Python, ArcPy, Arcade, SQL; familiarity with JavaScript API and REST.
  • Experience with enterprise geodatabase administration (SQL Server, Oracle, PostgreSQL).
  • Knowledge of spatial analysis, remote sensing, LiDAR, imagery workflows, and predictive modeling.
  • Emergency management or public safety experience strongly preferred.
  • Cloud-hosted GIS experience (Azure, AWS) is beneficial.
  • Strong communication and collaboration skills.
  • Must pass required background screenings and provide I-9 documentation.
