About the role
- Serve as the executive-level leader responsible for guiding all phases of the City’s Procurement Transformation Initiative.
- Provide CPO-level expertise, strategic direction, governance design, and executive decision support.
- Ensure alignment with RFP requirements for senior procurement leadership.
- Facilitate cross-departmental engagement and provide high-level advisory input.
- Collaborate closely with stakeholders to ensure deliverables meet expectations for quality, clarity, rigor, and compliance.
Requirements
- Former Chief Procurement Officer (CPO), Deputy CPO, or senior procurement executive experience.
- Expertise in procurement transformation, centralized operating model design, strategic sourcing, and governance structures.
- Experience with complex or decentralized organizations, preferably municipal/public sector.
- Strong communication, facilitation, and executive advisory skills.
- Ability to guide cross-functional teams through assessment, design, and roadmap phases.
- Experience supporting municipal procurement transformation initiatives.
- Familiarity with Philadelphia procurement processes, policies, and operations.
- Experience implementing governance frameworks and performance metrics.
- Background in change management, executive communications, or operational transformation.
