About the role
- Focus on large-scale software system selection planning initiatives.
- Develop and generate request for proposal packages and solicitation documents that are clearly understood by our State clients and vendors alike.
- Develop proposal strategy, manage the proposal timeline, develop original content, compile and adapt standard content, ensure compliance with RFP requirements, and prepare RFPs for publication.
- Support the review of software contracts, including licensing/subscription agreements, services agreements, and statements of work.
- Foster open communications with the supplier community to provide a comprehensive understanding of the procurement practices and maintain supplier confidence.
- Conduct pre-bid and pre-proposal conferences.
- Prepare solicitation documents, leveraging templates and client-specific work products and processes/policies.
- Potentially lead and assist with the development of functional and technical requirements for procurements.
- Identify areas of risk to both the client and firm, and areas of deviation from public-sector procurement best practices, while promoting fair and open procurement processes.
- Support contracting processes between clients and software vendors to ensure mutual understanding of scope, pricing, ownership of tasks/responsibilities, in accordance with client-provided timelines.
Requirements
- Bachelor’s Degree or equivalent experience
- Minimum five (5) years progressively responsible experience in either public sector purchasing, contract management/preparation, and/or management consulting within the public sector
- Knowledge of contract documents, solicitation methods and contract administration related to procurement
- Ability to work independently on multiple tasks and projects with various stakeholders, in addition to as a member of a team
- Ability to create and sustain positive working relationships with staff and clients including state government procurement professionals, attorneys, and third-party vendors
- Ability to use appropriate judgment and initiative in making recommendations toward resolving problems that are highly complex and sensitive in nature
- Excellent written communication and verbal skills, including the ability to convey complex and technical subjects in a clear, concise and positive manner
- Strong attention to detail
- Excellent critical thinking skills
- Proficient in conducting online research
- Proven ability and comfort level working in a fast-paced environment with competing priorities and strict deadlines
- Willingness to collaborate with traveling and/or remote team members, often across time zones
- Proficient in MS Office (Word, PowerPoint, Project, Visio, Excel), including experience formatting documents, using built-in styles, and trouble-shooting challenges with the software
- Experience with SharePoint is a plus.
