About the role
- Review and make determinations in the administration of a portfolio of Land Act tenures and Forestry Licenses
- Draft and implement new and amended contractual and administrative agreements
- Conduct detailed analysis and interpret Acts, Statutes and Regulations, and determine fees
- Review and approve applications related to transfers, amalgamations and name changes, including issuing permits under the Energy Resource Activities Act (ERAA)
- Maintain data integrity including spatial and non-spatial data capture; enter/edit and update all Crown land approvals into databases and records
- Conduct extensive research and data analysis to reconcile and identify spatial anomalies and ensure data is corrected
- Draft language and provide recommendations for legal documents for supervisor approval
- Amend, modify, and terminate existing tenures and Crown interest under the Land Act
- Cancel surrendered permits and authorizations under the ERAA and act as BCER for taking affidavits for land title documents
- Utilize mapping systems to research and analyze spatial data and accept/decline post construction and survey plans
- Issue, monitor, manage, and resolve Administrative Non-compliances
- Calculate rental fees and generate invoices and reconcile pipeline invoice disputes
- Monitor merger activity, process company name changes, amalgamations, change of control applications, and well name amendments
- Review and accept new company applications via Petrinex and review/approve permit transfers
- Provide training, support, and assistance to BCER staff, government agencies and stakeholders
- Provide technical support in process development and represent the Responsible Development Department as a subject matter expert
Requirements
- A Diploma in Business Administration, Legal Assistant/Paralegal, Resource and Land Management or similar
- 4 years directly related experience (or an equivalent combination of education and experience)
- Interpretation of legislation, regulation and policy ensuring compliance
- Experience in conducting extensive research and data analysis
- Working with cadastral maps, plans and/or legal descriptions, reviewing spatial data sets
- Preparing and/or reviewing resource development plans or land use plans
- Reviewing and approving applications and issuing licenses, permit documents and/or other legal contractual documentation
- Knowledge of fee billing and invoicing, including complex calculations of rental/fees
