About the role

Key responsibilities & impact
  • Provide senior-level financial/program analyst support to the Office of Naval Research in Arlington, Virginia
  • Provide high-level business and financial support
  • Train junior financial analysts and act as a leader across the analyst team
  • Review Purchase Requests and contribute to departmental financial reports
  • Support the Business Financial Manager
  • Perform financial analysis for multiple funds and funding sources
  • Protect against federal anti-deficiency violations, internal procedural and accounting errors, and other funding-related problems
  • Prepare and research funding documents within NERP and PPS
  • Track funding commitments, obligations, and expenditures
  • Resolve NERP Work Breakdown Structure funding issues related to financial benchmarks across contractors and performers
  • Track the performance of ONR-funded or managed efforts
  • Develop presentations and reports for speaker presentations and Department of Navy briefings
  • Draft funding documents and Purchase Requests
  • Conduct qualitative and quantitative analyses of financial data, operations, and requirements
  • Monitor financial execution status and prepare reports
  • Coordinate with ONR Financial Management and Contracting Offices to move financial actions through workflow processes
  • Assist with financial management phasing plans
  • Provide program management support for ONR-sponsored projects
  • Respond to data calls
  • Support use of NMCI, COBRA, PBIS, NERP/PPS, PIEE/WAWF, CAMIS, STARS, EVM tools, Microsoft Access, Microsoft 365, SharePoint, Flank Speed Teams, and iConnect
  • Coordinate conference rooms and off-site events with ONR Corporate Strategic Communications
  • Attend meetings and program reviews; compile lessons learned
  • Register attendees and distribute workshop information
  • Prepare supporting documents, agendas, and minutes
  • Provide administrative support and perform other duties as assigned
  • Travel occasionally CONUS and OCONUS for conferences, international collaborations, exercises, demonstrations, and planning meetings

Requirements

What you’ll need
  • Bachelor's degree from an accredited college or university and a minimum of 10 years of experience with Government financial and budget cycles
  • Allowable substitution: High School degree with a minimum of 15 years of experience with Government financial and budget cycles
  • Experience with Government financial systems
  • Must be able to obtain and maintain a Department of Defense security clearance
  • U.S. Citizenship is required
  • Hybrid schedule: 2 days onsite and 3 days telework; fully remote candidates are not considered
  • Prior experience with Navy ERP or similar DoD accounting software (desired)
  • Experience managing complex Science and Technology (S&T) program financials (desired)
  • Experience in Earned Value Management (EVM) and/or other cost analysis (desired)
  • Experience with government planning, forecasting, program budgeting, funding, execution monitoring, and reporting against commitment, obligation, and expenditure benchmarks (desired)
  • Excellent computer skills, particularly PowerPoint and presentation development software (highly desirable)
