About the role
- Within the IT and Systems Directorate (DRSI), under the supervision of the director and the head of the public procurement, purchasing and general services department, the post holder manages procurement procedures in compliance with the Public Procurement Code:
- Definition of the requirement
- Supporting departments in becoming familiar with public procurement rules
- Organizing and participating in meetings with operational departments
- Defining the optimal procurement procedure
- Preparation of tender documents: drafting administrative documents in consistency with technical documents; defining evaluation criteria and their weighting; drafting the act of commitment, the special administrative specifications (CCAP), and the tender rules
- Management of the procedure: drafting the advertisement notice; posting on the AWS platform; handling queries and issuing responses; downloading submissions
- Closing the procedure
- Analysis of bids and drafting the analysis report in collaboration with the operational department
- Drafting rejection and award letters; contract notification
- Contract management: drafting contract amendments and special subcontracting agreements; incident management: penalties, formal notices
- Legal monitoring: the public procurement lawyer identifies risks and ensures the regularity and quality of initiated procedures.
Requirements
- Holder of a higher education diploma equivalent to a Master’s degree (Bac+5) in Public Law, preferably with a specialization in public procurement
- Minimum of 3 years’ proven experience in a similar position
- Thorough knowledge of the Public Procurement Code
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- Excellent analytical and synthesis skills; strategic perspective
- Ease in communication, excellent interpersonal skills and strong drafting abilities
- Ability to organize work autonomously, to manage multiple projects in parallel while mastering their different aspects, to manage priorities, meet deadlines, and report effectively on work, questions and results
- Experience within a central government administration or decentralized services, an independent administrative authority, or a state public institution (EPA), and knowledge of the AWS platform would be appreciated.
