About the role
- Provide analysis, requirements, design, development, testing, deployment, and lifecycle support for hardware systems and applications.
- Manage a team of System Engineers responsible to identify, analyze, define, and coordinate user, customer, and stakeholder needs, translating them into documented standardized requirements.
- Apply, as appropriate, activity and data modeling, transaction flow analysis.
- Supervise, plan and apportion work of employees including interviewing, selecting, training, recommending the setting and adjusting of rates of pay and hours of work, coaching and assessing performance, and ensuring compliance with company and regulatory policy.
- Responsible to establish Requirements Management Plan and Standard Operating Procedures, based on industry best practices, government policies and instructions, and tailored to the program needs.
- Manage and implement long-term strategy for the program, in collaboration with network service area SBLs and program leadership.
- Lead requirement escalations and communicate program status and issues to associates in technical, non-technical, and executive leadership roles, with inputs from System Engineers and SBLs.
- Develop end-to-end cost analysis for the enterprise and ensure systems comply with the enterprise technical architecture.
- Conduct functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation, and interface definition studies to translate customer needs into hardware and software requirements.
- Identify and coordinate with customers, partners, and program stakeholders to communicate and resolve specific functional or technical problems as they arise.
- Develop and execute stakeholder communication strategies, manage stakeholder expectations and relationships, and facilitate collaboration across cross-functional teams.
- Ensure alignment between technical solutions and business goals through regular stakeholder feedback loops.
- Ensure all components of an engineering system work together to meet functional and technical requirements for operations, while assessing business and management needs.
- Expand or modify systems to serve new purposes or improve workflow.
- Identify technical risks and develop mitigation strategies.
- Perform strategic systems planning, business information planning, and analysis.
- Identify and manage dependencies with other systems and elements of the IT infrastructure.
- Develop analytical and computational techniques and methodologies for problem-solving.
- Apply business process improvement practices to re-engineer methodologies and principles and manage business process modernization projects.
- Evaluate industry offerings for products and technologies with potential to support design.
- Performs quality assurance and quality control during the periodic update process to ensure project schedules and associated reports accurately reflect the status of projects.
- Identify potential environmental impacts of systems.
- Identify and manage project interdependence across program CLINs for any potential risks and plan for mitigation strategies.
- Develop and apply organization-wide information models for designing and building integrated, shared software and database management systems.
- Assist in establishing standards for information systems procedures.
- Assess system designs to validate them against expected technical parameters.
- Identify hardware and applications needed to complete the development process.
