About the role
Key responsibilities & impact- Develop procurement strategies based on business needs and ICT market analysis.
- Conduct industry engagement and analyse relevant procurement data to make informed procurement decisions.
- Manage ICT bulk tender projects.
- Co-draft and/or review tender documents including specifications, Terms and Conditions, and evaluation criteria.
- Guide users through various procurement processes.
- Evaluate tenders and ensure compliance with Government procurement policies.
- Assess technical requirements with understanding of ICT industry and key players.
- Monitor supplier performance and service levels.
- Handle contract variations and technology updates.
- Manage supplier relationships and resolve disputes.
- Review risks in agreements, especially for Commercial Cloud services and Software-as-a-Service subscriptions.
- Guide customers on Government procurement policies and compliance.
- Review and assess procurement risks and the impact to the contracts and customers.
- Provide procurement advice to Customers.
- Ensure timely completion of procurement projects.
- Prepare status reports for management.
- Manage stakeholder communications.
- Monitor project timelines and quality standards.
- Ensure adherence to Procurement policies.
- Support procurement audits and follow up on findings till closure.
- Guide Customers on contract management matters.
Requirements
What you’ll need- Minimum 5 years of relevant work experience in the ICT Industry and/or Government procurement.
- Experience in Government e-procurement systems, tender evaluation and contract negotiation will be advantageous.
- Be familiar with Government IM on Procurement.
- Good knowledge of ICT procurement and contract management practices.
- Understanding of ICT market trends and pricing models.
- Experience in managing Cloud, Software as a Service (SaaS), and/or Agile projects.
- Participated in full software or product development cycles.
- Proven experience in IT business analysis.
- Experience in Project Management for Monitoring and Tracking.
- Experience in contractor dispute resolution and performance management will be advantageous.
- Ability to communicate effectively across all levels.
- Good analytical, organization and planning skills.
- Ability to work collaboratively as a team player and independently as a self-motivated individual.
- Excellent oral and written communication skills, with the ability to pitch ideas and influence stakeholders.
- Good command of the English language, both written and spoken.
