About the role

Key responsibilities & impact

Develop procurement strategies based on business needs and ICT market analysis.
Conduct industry engagement and analyse relevant procurement data to make informed procurement decisions.
Manage ICT bulk tender projects.
Co-draft and/or review tender documents including specifications, Terms and Conditions, and evaluation criteria.
Guide users through various procurement processes.
Evaluate tenders and ensure compliance with Government procurement policies.
Assess technical requirements with understanding of ICT industry and key players.
Monitor supplier performance and service levels.
Handle contract variations and technology updates.
Manage supplier relationships and resolve disputes.
Review risks in agreements, especially for Commercial Cloud services and Software-as-a-Service subscriptions.
Guide customers on Government procurement policies and compliance.
Review and assess procurement risks and the impact to the contracts and customers.
Provide procurement advice to Customers.
Ensure timely completion of procurement projects.
Prepare status reports for management.
Manage stakeholder communications.
Monitor project timelines and quality standards.
Ensure adherence to Procurement policies.
Support procurement audits and follow up on findings till closure.
Guide Customers on contract management matters.

Requirements

What you’ll need

Minimum 5 years of relevant work experience in the ICT Industry and/or Government procurement.
Experience in Government e-procurement systems, tender evaluation and contract negotiation will be advantageous.
Be familiar with Government IM on Procurement.
Good knowledge of ICT procurement and contract management practices.
Understanding of ICT market trends and pricing models.
Experience in managing Cloud, Software as a Service (SaaS), and/or Agile projects.
Participated in full software or product development cycles.
Proven experience in IT business analysis.
Experience in Project Management for Monitoring and Tracking.
Experience in contractor dispute resolution and performance management will be advantageous.
Ability to communicate effectively across all levels.
Good analytical, organization and planning skills.
Ability to work collaboratively as a team player and independently as a self-motivated individual.
Excellent oral and written communication skills, with the ability to pitch ideas and influence stakeholders.
Good command of the English language, both written and spoken.
