About the role

Key responsibilities & impact
  • Coordinate CSD participation in hiring events, recruiting activities, and surge hiring actions.
  • Support full-time personnel planning during annual budget formulation cycles.
  • Develop and coordinate hiring surge plans, staffing forecasts, and inter-division coordination.
  • Manage and track CTMS and GS hiring actions, job announcements, status, and bottleneck resolution.
  • Validate, reconcile, and analyze human capital data for workforce reporting and leadership decisions.
  • Prepare hiring metrics, dashboards, and reports for CSD leadership.
  • Provide communications, status updates, and process guidance to hiring leads and program offices.
  • Execute the employee performance management lifecycle, including plans, reviews, evaluations, ratings, and documentation.
  • Administer USA Performance, including setup, access, troubleshooting, and HR coordination.
  • Ensure compliance with Federal, DHS, and CISA performance policies and deadlines.
  • Track performance progress, compliance metrics, overdue actions, and risks.
  • Develop SOPs, workflows, process guides, communications, and training for performance management.
  • Coordinate biweekly CSD orientation sessions and deliver organizational, employment, benefits, training, and performance guidance.
  • Maintain orientation materials and coordinate with HR, workforce operations, IT, security, and leadership subject-matter experts.
  • Track orientation attendance and follow-up actions and recommend program improvements.
  • Coordinate the onboarding lifecycle, including IT tickets, account provisioning, security processing, facilities access, workspace assignments, and equipment issuance.
  • Serve as the primary onboarding contact and maintain onboarding records and milestones.
  • Coordinate SLRB requests, eligibility guidance, paperwork, OCHCO review, documentation, continuing service requirements, and reporting.
  • Coordinate R3 and Cyber Retention Incentive requests, packages, eligibility validation, approvals, tracking, SOPs, and program improvements.
  • Advise employees and supervisors on SF 52 personnel actions and support accurate, compliant, timely submissions.

Requirements

What you’ll need
  • BA/BS degree and 5+ years of relevant experience, or an equivalent combination of education and experience.
  • DHS Suitability Required.
  • Experience coordinating hiring events, recruiting activities, and surge hiring actions.
  • Experience with workforce planning, staffing forecasts, and annual budget formulation cycles.
  • Experience managing and tracking CTMS and GS hiring actions and job announcements.
  • Human capital data validation, reconciliation, and analysis experience.
  • Ability to prepare hiring metrics, dashboards, and leadership reports.
  • Knowledge of employee performance management lifecycle processes and compliance requirements.
  • Experience administering USA Performance, including system setup, user access, and troubleshooting.
  • Ability to develop SOPs, workflows, process guides, communications, and training materials.
  • Experience coordinating federal employee orientation and onboarding processes.
  • Knowledge of IT onboarding, PIV/security processing, facilities access, and equipment issuance workflows.
  • Experience processing SLRB, R3, CRI, and SF 52 personnel actions.
  • Ability to handle Controlled Unclassified Information in accordance with safeguarding and compliance requirements.
