About the role
- Oversee the proposal development process, ensuring compliance with federal solicitation requirements
- Lead cross-functional teams to deliver high-quality, winning proposals
- Analyze RFPs, RFIs, and other solicitation documents to identify requirements and develop proposal strategies
- Write, review, and edit proposal sections, ensuring clarity, compliance, and consistency
- Collaborate with technical teams to translate technical concepts into clear, compelling narratives
- Ensure win strategy, compliance, and customer understanding are in the final proposal documents
- Ensure all proposal submissions comply with federal regulations and solicitation requirements
- Lead the proposal development process from pre-proposal phase through post-proposal submittal phases
- Establish compliant structure for solicitations, develop proposal schedules, outlines, and compliance matrices
- Coordinate and lead cross-functional proposal teams, including writers, subject matter experts, graphic designers, and editors
- Conduct quality reviews of proposal drafts to ensure accuracy, completeness, and adherence to company standards
- Develop and implement proposal strategies to enhance the company’s competitive positioning
- Identify potential risks and develop mitigation strategies throughout the proposal development process
- Analyze win/loss data to refine proposal processes and strategies
- Maintain effective communication with internal stakeholders, including business development, capture management, and executive leadership
- Foster a collaborative environment that encourages innovation and continuous improvement
Requirements
- Bachelor’s degree in Business, Communications, English, Information Technology, or a related field
- Advanced degree preferred
- Minimum of 1 years of experience in federal proposal management
- Proven track record of managing and winning federal proposals, including experience leading proposals
- Strong understanding of the federal procurement process, including FAR and DFARS regulations
- Evidence of a successful track record of high-quality, high-scoring proposals
- Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging
- Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices
- Ability to manage geographically disparate teams
- Exceptional writing, editing, and proofreading skills, with specific experience in writing management sections of proposals
- Proficiency in proposal management software and tools (e.g., Microsoft Office Suite, Adobe Acrobat, SharePoint, or equivalent)
- Strong leadership and team collaboration skills
- Ability to work under pressure and meet tight deadlines
