About the role

Key responsibilities & impact
  • Provide direction, oversight, and guidance to project managers, discipline leads, schedulers, project controls staff, and technical teams to support consistent program and project delivery.
  • Lead program-level project controls and delivery governance for complex transportation programs, with an initial focus on owner-side alternative delivery.
  • Develop and standardize a deliverables-based project delivery system that can be applied across alternative delivery programs and expanded to other project types.
  • Establish and implement standardized project controls procedures that integrate schedules, deliverable logs, budget tracking, risk registers, action items, and management reporting into a coordinated delivery framework.
  • Evaluate Primavera P6 schedules at a management level for completeness, logic, critical path integrity, milestone alignment, and consistency with project delivery commitments.
  • Advise internal and external leadership on critical path activities, key contributors, and emerging delivery constraints by consolidating schedule, technical, environmental, traffic, design, agency review, and other project dependency information into clear, actionable guidance.
  • Identify schedule, budget, scope, resource, and delivery risks early and work with project teams to develop practical mitigation strategies and corrective actions.
  • Oversee budgetary management practices, including cost tracking, burn rate awareness, estimate-to-complete reviews, funding needs, and alignment between scope, schedule, and budget.
  • Standardize procedures for evolving delivery and contracting systems, including CPFF and lump sum delivery approaches.
  • Support alternative delivery as an integral member of program leadership in project planning, procurement support, pre-let delivery, post-let support, change management, and owner-side decision-making.
  • Review program performance information to identify trends, recurring issues, delivery gaps, and opportunities for continuous improvement.
  • Mentor project managers, schedulers, project controls staff, and emerging delivery leaders in effective program management, project controls, and disciplined project delivery practices.

Requirements

What you’ll need
  • 20+ years of experience in project management, program management, project delivery, project controls, or related transportation infrastructure roles.
  • Certified Project Manager or equivalent project management certification.
  • Demonstrated experience managing or supporting complex transportation infrastructure projects or programs, including alternative delivery projects such as Design-Build, P3, or comparable models.
  • Experience providing owner-side, PMC, GEC, technical advisor, or similar program delivery support.
  • Experience with project controls practices, including schedule management, budget tracking, risk management, reporting, and project performance monitoring.
  • Experience with budgetary program and project management, project delivery procedures, reporting systems, or program controls frameworks.
  • Experience managing across key transportation project delivery disciplines such as environmental documentation, traffic engineering, highway engineering, technical studies, design management, and/or related project management responsibilities.
  • Direct experience delivering Georgia Department of Transportation projects and working with GDOT’s P3 Division or comparable owner-side alternative delivery program.
  • Strong written and verbal communication skills.
