About the role

  • Lead and manage all construction activities, including field operations, contractor supervision, and coordination with project stakeholders.
  • Oversee the implementation of the HTP Safety and Security Management Plan (SSMP), ensuring compliance with all safety protocols, incident reporting, and proactive risk reduction strategies.
  • Ensure all construction work complies with technical specifications, contract requirements, and regulatory standards.
  • Provide oversight and support for special inspections, testing services, and quality assurance activities, including exercising GDC’s “right to witness” testing and conducting periodic audits.
  • Manage site logistics, including coordination of utilities, maintenance, cleaning, repairs, and compliance with building management protocols.
  • Oversee schedule management, including maintaining the Integrated Master Schedule, tracking milestones, and ensuring timely completion of all construction phases.
  • Lead cost and budget management functions, including forecasting, monitoring cash flow, and supporting requisition and invoice processes.
  • Prepare and submit monthly, quarterly, and annual project reports covering safety, quality, environmental, financial, and milestone status.
  • Maintain change control processes for schedule and budget baselines, ensuring version control and historical records of all changes.
  • Supervise and mentor construction management staff, field engineers, and subcontractors.
  • Facilitate communication among stakeholders, schedule and lead meetings, and ensure effective documentation and reporting.
  • Coordinate with design, procurement, and technical teams to resolve construction issues, implement design changes, and ensure seamless integration of project packages.
  • Lead interface management among various HTP Packages, facilitating regular coordination meetings and resolving interface issues.
  • Ensure compliance with NEPA, Section 106, permitting, and other environmental and regulatory requirements.
  • Oversee implementation of the Quality Management Plan (QMP), including management of special inspection agencies and quality control programs.
  • Support asset maintenance planning and warranty claims for completed packages.
  • Lead risk management activities, including maintaining risk registers, facilitating risk analysis, and supporting contingency planning.
  • Provide technical evaluations of changes to project scope, schedule, and cost; lead negotiation strategies and timely responses to claims and change orders.
  • Represent GDC in meetings with regulatory agencies, community stakeholders, and external partners.
  • Support government affairs, outreach, and communications activities as required.

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field; advanced degree preferred.
  • 10+ years of experience in construction management for large-scale infrastructure or transportation projects.
