About the role
- Assist with design reviews, resolve technical issues, and coordinate design change documentation.
- Provide technical support during construction, review contractor submittals, and monitor progress against milestones.
- Facilitate communication among stakeholders, schedule meetings, and assist with project documentation, including drawings and specifications.
- Provide opinions on constructability, means and methods, and analyze impacts on critical path schedule and scenarios.
- Support integration and coordination of all HTP packages and interface management among design, construction, and operations teams.
- Assist with programmatic oversight and management of project controls: schedule, cost, change, risk, and document management.
- Update project controls procedures, workflows, and tools; prepare monthly and quarterly reports including safety, quality, environmental, and milestone status.
- Maintain lessons learned register and master issues log for the HTP.
- Support implementation and monitoring of the HTP Project Management Plan (PMP), Quality Management Plan (QMP), and federally required plans.
- Ensure compliance with federal, state, and local regulations including NEPA and Section 106; support permitting and environmental monitoring (air quality, noise, vibration, historic preservation).
- Assist with quality assurance activities, witness testing, and conduct periodic audits to ensure compliance with technical specifications and contract requirements.
- Assist with risk management, maintain and update risk registers, facilitate risk analysis, and support contingency planning.
- Provide technical evaluations of changes to scope, schedule, and cost; maintain change management logs and documentation.
- Support BIM technology implementation, develop and maintain digital models, and assist with PMIS configuration and integration.
Requirements
- Bachelor’s degree in Civil Engineering or related field.
- 3–7 years of experience in civil engineering, preferably on large infrastructure or transportation projects.
- Strong knowledge of document numbering and retention policies.
- Excellent organizational skills, attention to detail, and ability to manage multiple priorities.
- Strong communication and interpersonal skills for stakeholder coordination.
- Proficiency in Microsoft Office Suite and experience with digital collaboration platforms.
- Working knowledge of change management processes for large capital projects.
- Familiarity with public records policies and audit requirements.
- Ability to provide opinions on constructability, means and methods, and analyze critical path schedule impacts and scenario analyses.
- Experience with design reviews, contractor submittal review, and construction field engineering.
- Knowledge of NEPA, Section 106, permitting requirements, and other federal/state/local regulations.
- Experience with project controls functions: schedule, cost, change, risk, and document management.
- Experience with BIM technology, digital models, and project management information systems (PMIS).
- Ability to assist with quality assurance activities, witness testing, and perform periodic audits.
- Preferred: Experience with public sector projects and federally funded programs.
- Preferred: Knowledge of environmental compliance, permitting, and reporting requirements.
- Preferred: Understanding of asset management, testing and commissioning, and field engineering best practices.
