About the role
- Manage grant-related documentation, reporting, audits, and coordination with funding agencies for the Gateway Hudson Tunnel Project
- Ensure compliance with federal grant programs (FRA Circular 5010.1E, 2 CFR 200, FTA Capital Investment Grants Policy Guidance)
- Research and review grant guidelines; prepare guidance and recommend revisions to GDC policies and procedures
- Support federal and state audits: collect, prepare, organize materials, and track audit requests and processes
- Interface with GDC technical, financial, and administrative offices for FTA Triennial Review and other oversight
- Update GDC Standard Operating Procedures for federal grant compliance
- Conduct mock audits and ensure audits are performed by qualified firms
- Administer, document, and report on grants and federal funding received through USDOT programs
- Serve as primary liaison between GDC, FRA, FTA, and PMOC to ensure compliance and support grant activities
- Lead program and project meetings: prepare materials, document outcomes, and ensure compliance with federal oversight
- Record and report financial data; review requisitions for grant eligibility and drawdown submissions for reimbursement
- Assist with pre-award activities, grant proposals, grant agreements, discretionary applications, award obligation, and closeout
- Prepare schedules for HTP milestones, track progress, delays, and justifications; coordinate stakeholders to address information requests
Requirements
- Bachelor’s degree in Public Administration, Finance, Business, or related field
- 5+ years of experience in grant compliance, administration, or management for large infrastructure or transportation projects
- In-depth knowledge of federal grant regulations, including FTA, FRA, and USDOT requirements
- Experience with audit preparation, grant reporting, and documentation
- Strong organizational, analytical, and communication skills
- Proficiency with project management information systems (PMIS), financial reporting tools, and Microsoft Office Suite
- Ability to work collaboratively with multidisciplinary teams and external agencies
- Preferred: Experience with federally funded projects and public sector grant management
- Preferred: Familiarity with capital investment grants, triennial reviews, and compliance audits
- Preferred: Understanding of project controls, scheduling, and milestone tracking
