About the role
- Collect, analyze, and maintain program metrics, requirements inputs, and program artifacts from supported organizations.
- Develop elements of program acquisition strategies, and support/conduct portions of market research.
- Prepare reports, briefings, and decision-support products on program status, policies, procedures, and milestone activities.
- Support cost/benefit analysis, price/cost analysis, and funding-rule compliance across multiple appropriation types.
- Keep program information current; organize and coordinate program data for leadership decision-making.
- Monitor and manage program cost, schedule, performance, and risk; formulate and track proposed mitigations.
- Ensure program compliance with applicable policies and procedures; interpret regulations and directives to determine program impact.
- Answer data calls and inquiries related to program policies, procedures, and execution status.
- Participate in and support the requirements development process with senior managers and government counterparts.
- Determine requirements, develop goals/objectives, and support execution in accordance with approved plans; recommend policy/procedure updates as regulations change.
- Identify and research ways to eliminate program bottlenecks and barriers to production; support government counterparts in developing solutions.
- Oversee allocation of resources based on program priorities and validated requirements.
- Analyze program effectiveness and efficiency; develop recommendations to improve program operations.
- Coordinate program information with internal and external personnel as required.
- Support product leadership by helping shape and communicate a product vision and roadmap aligned to USSOCOM/PEO-SDA priorities and warfighter needs.
- Partner with government and technical teams to translate user needs into actionable, prioritized work (e.g., features, user stories, backlog inputs).
Requirements
- Minimum 10 years of acquisition experience.
- Working knowledge of the Defense Acquisition System (DoDI 5000.02) and related policies.
- Demonstrated ability to support program execution in a software-intensive environment; experience supporting agile software delivery and/or modern acquisition pathways.
- Strong analytical skills and ability to develop clear, decision-ready briefings and written products.
- Ability to interpret regulations/directives and translate them into actionable program guidance.
- Experience managing or supporting cost/schedule/performance/risk tracking and mitigation planning.
- Ability to collaborate effectively across stakeholders (government counterparts, contracting, technical teams, and operational users).
- Familiarity with modern software delivery concepts (Agile/DevSecOps) and product planning/backlog.
- Deep understanding of agile software development principles and practices (Agile, Scrum, Kanban, DevSecOps).

- DAWIA Practitioner Equivalency (DAWIA Level II equivalent) in the Program Management career field, or the ability to obtain within 6 months of hire.
