About the role

  • Provide expert guidance on organizational strategic planning, policy development, and program implementation within a border security context
  • Use deep operational knowledge to lead the development, refinement, and communication of strategic roadmaps that align with agency and national security goals
  • Analyze trends and emerging threats to inform long-term operational and strategic initiatives
  • Collaborate with key stakeholders, e.g., components, offices, federal agencies, industry partners, ensuring alignment and integration of best practices
  • Design and facilitate workshops and strategy sessions to identify and prioritize mission-focused initiatives across immediate, mid-term, and future horizons
  • Develop and implement metrics and Key Performance Indicators (KPIs) for effective tracking of strategic goals and accountability
  • Provide subject matter expertise in risk management, resource allocation, and scenario planning to optimize resource readiness and mission effectiveness
  • Advise leadership on the integration and potential impact of advanced technologies within operational strategies
  • Serve as a primary liaison for operational units, facilitating communication and alignment between field operations and headquarters
  • Oversee and support the acquisition, deployment, and fielding of new capability solutions, ensuring effective feedback and reporting mechanisms
  • Collect operational feedback, document best practices, and produce actionable reports and briefings for senior leadership and stakeholders

Requirements

  • CBP BI or Top Secret Clearance Required
  • Bachelor’s degree in a related field
  • 15+ years of experience in CBP and strategic planning, acquisition, and system integration
  • Proficiency in capability gap analysis, cost analysis, and acquisition documentation
  • Understanding of Systems acquisition lifecycle (e.g. ALF and MD-102)
  • Familiarity with IEEE standard 1012, IEEE Standard 829-1998, and the DHS SELC
  • Excellent writing, communications and briefing skills
