Construction Estimator – Preconstruction Manager

About the role
Key responsibilities & impact- Lead development of Independent Cost Estimates (ICE), ROM estimates, and detailed bid estimates across all design phases.
- Perform quantity take-offs and develop labor, material, and equipment cost estimates across all trades.
- Manage subcontractor solicitation, bid leveling, negotiation, and award processes.
- Conduct constructability reviews and value engineering to optimize project cost and schedule.
- Develop detailed General Conditions estimates aligned with project schedules.
- Coordinate with engineering, development, procurement, and construction teams.
- Manage RFI processes and support bid documentation in Procore.
- Ensure compliance with safety, environmental, and quality standards.
- Support proposal development including pricing structures and cost narratives.
- Developing and managing strong relationships with subcontractors across our national footprint.
Requirements
What you’ll need- Bachelor’s degree in Construction Management, Engineering, or related field, or equivalent experience.
- Minimum 7 years of experience in commercial or utility-scale construction estimating.
- Ability to review confidential US security information.
- Ability to travel 10–25% as required.
- 5 years’ experience with federal and non-federal construction projects, including compliance with federal contracting requirements.
- Extensive experience in renewable energy projects including utility-scale solar (PV), Battery Energy Storage Systems (BESS), and data center infrastructure.
- Strong proficiency with Procore for RFI management, document control, and construction coordination.
- Advanced experience using RSMeans or equivalent cost databases for benchmarking and validation.
- Full project lifecycle experience from development through construction and closeout.
- Experience with high-voltage and medium-voltage systems (substations, transmission, and distribution).
- Demonstrated ability to lead preconstruction teams and manage multiple projects simultaneously.
- Strong understanding of market conditions, labor productivity, and regional pricing variations.
- Experience developing risk-based contingency and escalation strategies.
- Familiarity with estimating software such as HCSS, Bluebeam, AutoCAD, or similar tools.
- Strong communication, presentation, and stakeholder coordination skills.
- Valid driver’s license in good standing.
- Maintain an “open mind” as it relates to learning new skills and working with a diverse group of engineering, construction and subcontractor professionals.
