About the role
- Develop, implement, and maintain the Project Quality Plan (PQP) and Nuclear QA/QC Program, ensuring alignment with ASME NQA-1, 10 CFR 50 Appendix B, DOE Order 414.1D, and all applicable codes and standards.
- Champion a strong nuclear safety culture—empowering all staff to raise quality or safety issues, exercising stop-work authority when necessary, and promoting transparent reporting and continuous improvement.
- Interpret and apply NRC, DOE/NNSA, and client requirements; ensure compliance with ASME Section III, AWS, ACI, ASTM, and other relevant standards for safety-related structures, systems, and components.
- Lead the onsite QA/QC team; plan and execute formal audit and surveillance programs for internal processes, subcontractors, and suppliers; facilitate regulatory and client audits; oversee effective corrective action implementation.
- Oversee the issues management process, including timely identification, documentation, and resolution of nonconformances; lead root cause analyses and track corrective actions to closure.
- Maintain collaborative relationships with client quality representatives, regulators, and project leadership; report on QA performance, audit results, and quality objectives.
- Use quality data and trend analysis to identify and implement improvements to QA processes and construction practices; foster a mindset of Total Quality Management (TQM).
Requirements
- Bachelor’s degree in Engineering, Construction Management, or a related technical field, or equivalent combination of education and experience.
- Minimum 10 years of quality assurance experience in the nuclear industry (nuclear power plant construction or DOE nuclear facility projects), including experience in a QA leadership role on large-scale projects.
- Ability to review confidential US security information.
- In-depth knowledge of ASME NQA-1, NRC 10 CFR 50 Appendix B, DOE Order 414.1D, and 10 CFR 830 Subpart A; experience applying these frameworks to real projects.
- Broad working knowledge of construction codes and standards (ASME, AWS, ACI, ASTM, IEEE, EPRI, NRC, DOE, etc.).
- Certification as an ASME NQA-1 Lead Auditor is highly desirable (or ability to qualify within 1 year).
- ASQ certifications (CMQ/OE, CQA), AWS, ACI, ASNT, or NACE certifications are a plus.
- Proven leadership and communication skills; ability to manage QA/QC teams, influence contractors, and communicate effectively with all project stakeholders.
- Strong analytical and problem-solving skills; ability to read and interpret engineering drawings and specifications.
- Experience with quality metrics, dashboards, and database systems for tracking inspections and nonconformances.
- Must be able to work on an active construction site and travel or relocate to project sites as required.
