About the role
- Develop and implement ESHQA strategies aligned with DOE mission objectives, contractual requirements, and organizational goals to ensure safe and sustainable operations.
- Ensure adherence to DOE directives (e.g., DOE Order 450.1A, DOE Order 414.1D), OSHA, EPA, and other federal, state, and local regulations, as well as alignment with industry standards such as ISO 9001 and ISO 14001.
- Design, implement, and maintain ESH&Q policies, procedures, and training programs tailored to DOE project requirements, including nuclear safety, radiological protection, and hazardous materials management.
- Conduct risk assessments, safety audits, and environmental compliance reviews to identify hazards, mitigate risks, and ensure quality standards are met across DOE sites.
- Lead investigations of safety incidents, environmental non-compliance events, or quality deficiencies, preparing detailed reports for DOE oversight and implementing corrective actions to prevent recurrence.
- Manage and mentor a team of 60+ ESH&Q professionals, fostering collaboration, accountability, and continuous improvement in alignment with DOE client expectations.
- Serve as the primary point of contact for DOE representatives, coordinating with federal oversight bodies, auditors, and stakeholders to ensure compliance and transparency.
- Oversee quality control processes to meet DOE contractual standards, ensuring deliverables (e.g., equipment, services, documentation) meet or exceed expectations.
- Promote environmentally sustainable practices, including waste minimization, pollution prevention, and energy efficiency, in alignment with DOE’s sustainability goals.
- Track, analyze, and report ESH&Q performance metrics to DOE and contractor leadership, ensuring compliance with Key Performance Indicators (KPIs) and contractual obligations.
Requirements
- Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, Quality Management, or a related field.
- Minimum of 10 years of progressive experience in ESH&Q roles, with at least 5 years in a leadership capacity, preferably within DOE or other federal contractor environments.
- Relevant certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), DOE Q-Clearance (or eligibility), ISO 9001/14001 Lead Auditor, or equivalent is desirable.
- In-depth understanding of DOE directives, OSHA, EPA, and nuclear safety regulations (e.g., 10 CFR 830, 10 CFR 835, 10 CFR 851).
- Familiarity with DOE Integrated Safety Management System (ISMS) and Quality Assurance Program requirements.
- In-depth understanding of OSHA, EPA, ISO 14001, ISO 9001, and other relevant regulations and standards.
