We specialize in fixed-term, deliverable-driven engagements – from interim leadership and generalist projects to niche technical expertise – handling project scoping, talent vetting and matching, contracting, payroll, and compliance so that our clients can focus on impact.;Client: Our Client, with support from the World Bank, is implementing the Access to Electricity and Digital Economy for Enhanced Community Resilience in Sudan Project, under the wider ASCENT Program. This initiative aims to expand access to sustainable energy and digital services across fragile and conflict-affected states.;Project: To support this effort, the client seeks a consultant to develop a fit-for-purpose, internationally benchmarked Environmental and Social (E&S) Risk Management Guidance Note, aligned with the World Bank ESF, IFC Performance Standards, and best practices in DFIs. The guidance note must be acceptable to World Bank specialists to clear a Condition Precedent (CP) for effectiveness, beginning with Sudan and extending to other facilities in fragile and conflict zones. The consultant will also provide practical tools, templates, and procedures that the client can apply across its portfolio. This is a remote role, with the possibility of a wrap-up visit to Nairobi, and the consultant will be encouraged to draw on a support resource or define a team structure to ensure timely and high-quality delivery.

Requirements

  • At least 10 years’ experience in E&S risk management, with a strong focus on fragile and conflict-affected contexts.;Demonstrated expertise in drafting E&S frameworks, policies, or guidance notes for DFIs, MDBs, or World Bank-funded programs.;Proven experience working with the World Bank ESF, IFC Performance Standards (PS1–8), and Equator Principles.;Prior work in Results-Based Financing (RBF) or Independent Verification mechanisms preferred.;Experience preparing conflict-sensitive E&S risk frameworks and policies that are both internationally benchmarked and operationally realistic.;Strong record in conflict-sensitive and inclusive stakeholder engagement.;Ability to design tools, templates, and screening checklists for staff.;Guidance on security risk assessment and management planning for projects in conflict-affected settings.;Development of incident reporting and notification protocols for high-risk contexts.;Integration of guidance with co-financing arrangements and partner institutions’ frameworks.;Ability to deliver under extreme time pressure while maintaining quality.;Strong capacity for clear writing and concise policy drafting.;Confidence in engaging with senior stakeholders at World Bank and ATP.;Collaborative, iterative approach ensuring knowledge transfer, not just a one-off deliverable.
