Lead end-to-end project delivery for reporting and extract migration from mainframe systems to cloud or data lake environments, including the development and management of project plans, timelines, milestones, risks, and dependencies.
Facilitate cross-functional communication and coordination between technical teams, business units, and leadership to maintain project momentum and clarity.
Conduct detailed sessions with business stakeholders to understand reporting, extract, and downstream data needs.
Work closely with data engineers, solution architects, and delivery teams to ensure requirements are accurately captured and implemented.
Apply Agile methodologies, including Scrum and Kanban, to drive sprint planning, backlog grooming, and delivery milestones.
Proactively identify and manage project risks, issues, dependencies, and mitigation strategies.
Oversee quality assurance and monitor solution performance in collaboration with technical leads.
Ensure the creation and maintenance of key project documents, including plans, timelines, milestones, reports, and dashboards.
Support the Railroad Commission of Texas's regulatory obligations in the Oil, Gas, and Energy sector through disciplined delivery and documentation practices.

Requirements

Graduation from an accredited four-year college or university with a degree in computer science or a related field.
6 years of experience in technical project management, preferably in data or system modernization projects.
5 years of experience with a strong understanding of mainframe systems, legacy reporting, and data extract processes.
6 years of experience with cloud platforms such as Snowflake, Azure, AWS, or similar environments.
6 years of experience gathering and documenting complex business and technical requirements.
8 years of demonstrated success managing cross-functional teams and large-scale modernization or mainframe decommissioning initiatives.
8 years of background in enterprise reporting systems or BI platforms.
6 years of experience creating project plans, dashboards, Gantt charts, and executive status reports.
8 years of experience demonstrating strong organizational skills and adaptability in fast-moving environments.
8 years of experience translating complex information for diverse audiences.
6 years of technical fluency in data and reporting concepts.
