About the role
- Provide strategic leadership for procurement of Major Civil, Track, and Alliance-based packages across the project.
- Lead end-to-end procurement for high-value, high-risk packages, from strategy through award and contract administration.
- Oversee procurement within Alliance contracting models, ensuring alignment with commercial, legal, and governance requirements.
- Serve as a senior advisor to executive and project leadership on procurement strategy, risk, supplier performance, and market conditions.
- Lead negotiations and execution of complex subcontracts and supply agreements.
- Drive compliant, consistent, and best-in-class procurement practices aligned with the Project Agreement and Procurement Policy.
- Partner with Legal, Commercial, Engineering, and Delivery teams on scopes of work, contract terms, and procurement strategies.
- Provide functional leadership to procurement teams, including capability development and performance management.
- Define, monitor, and report on procurement KPIs, risks, cost control, and value-for-money outcomes.
- Maintain executive-level relationships with strategic suppliers and alliance partners.
- Drive an inclusive culture to promote equity, welcome different perspectives, and enable career progression by fostering a sense of belonging.
Requirements
- Bachelor’s degree in Business, Supply Chain, Engineering, or a related discipline.
- 15+ years of progressive procurement experience including leadership of major infrastructure, civil, and track-related packages.
- Demonstrated experience managing large, complex procurement portfolios (major civil works, track systems, alliances, or comparable delivery models).
- Strong understanding of Alliance or alternative delivery models within large infrastructure programs.
- Proven capability leading and influencing senior stakeholders across commercial, legal, finance, and delivery functions.
- Exceptional commercial acumen, negotiation, and contract management skills.
- Strong people leadership experience, including mentoring senior procurement professionals.
- Ability to operate effectively in a fast-paced, matrixed, program environment.
- Advanced proficiency in MS Office and procurement reporting tools.
- High level of initiative, sound judgment, and strategic problem-solving ability.
