About the role
Key responsibilities & impact- As a Senior Program Manager, you are the primary decision maker for the program or portfolio of programs.
- You will collaborate with business unit leadership in shaping the strategic direction of the program/portfolio and managing customer relationships.
- A Senior Program Manager is a people manager, leader and mentor that effectively manages team members in support of delivery success.
- You will have extensive experience in implementing structured project management/process methodologies in order to meet scope, schedule and budget requirements.
- You will successfully lead through direct reports, and effectively communicate and execute against program and organizational objectives.
- Manages all aspects of program performance (i.e. technical, contractual, administrative, financial) and coordinating program activities across multiple projects.
- Experienced in the ability to manage planned contract revenue, billable utilization, and gross margin achievement.
- Cultivates strong customer relationships to understand needs, maximize customer satisfaction, and communicate overall project status, as well as drive innovation.
- Communicates with stakeholders to address changes to program scope, timeline, or budget. Advanced experience with change management best practices.
- Exhibits extensive influential skills to translate customer vision and drive project activities to successful outcomes.
- Extensive ability to shape customer success outcomes and metrics.
- Employs a "big picture" strategic vision; organizing people, technology, culture, and operations to drive solutions to significantly complex business problems.
- Extensive ability to manage contractual obligations and oversee and manage output of sub contracting partners.
- Proactively recognizes issues and conflicts and problem solve solutions, strategically turning barriers into opportunities.
- Manages effective communication workflows, leveraging Project Managers (if applicable) to communicate information effectively.
- Negotiates outcomes and agreements that benefit the project and company.
- Extensive ability to partner with practice and growth leaders to identify and drive organic and new growth opportunities.
- Extensive ability to develop strategic program plans that benefit the organization over the long term.
- Effectively identifies program risks, implements, and manages mitigation techniques in a timely manner.
- Extensive knowledge of and adherence to ISO and CMMI quality standards.
- Trusted ability to achieve CPARS ratings above Satisfactory.
- Superior organizational and time-management skills, as well as communication skills.
- Extensive ability to earn trust and respect from team members, and influence decisions that need to be made to make the project successful.
- Extensive experience with Agile project management methodology and project management tools and software.
- Prior government or government contracting experience.
- Responsible for hiring, performance management, timecard reviews, PTO management and team development.
Requirements
What you’ll need- Bachelor's and 9+ years of program or project management experience in federal IT contracting or similar complex delivery environments
- Demonstrated experience managing end-to-end program performance in Prime and Subcontractor environments, including customer relationships, delivery outcomes, staffing, financial oversight, and navigating contract scope and priorities.
- Proven experience managing budgets, forecasting, and delivery performance in T&M and/or fixed-price environments.
- Demonstrated experience leading teams of 25+ personnel, including subcontractors and matrixed resources, across multiple concurrent workstreams.
- Experience applying Agile project management methodologies and project management software tools.
- Project Management Professional (PMP) or Program Management Professional (PgMP) certification strongly preferred.
- Agile certification strongly preferred, such as PMI-ACP, AgilePM Foundation, ICAgile Certified Professional (ICP), Certified Scrum Master (CSM), SAFe Agilist, or equivalent.
- Experience with the Department of Veterans Affairs.
- Brings a strong product sense, with the ability to translate customer needs into delivery priorities, align teams around outcomes, and balance technical execution with user and mission value.
