About the role

  • Coordinating and assisting MSAS mission planning efforts through effective communication with Security Cooperation stakeholders to include, but not limited to, the Department of State, COCOMs, Air Components, US Embassy Security Cooperation Offices, Air Force Security Assistance Training Squadron, SAF/IA, HAF, and AMC/A34, to coordinate and track mission requirements. This includes the establishment of mission generation timelines in accordance with applicable regulations, fiscal requirements, and documentation, and to assist in producing documents required in the Security Cooperation process.
  • Representing the MSAS at training or synchronization meetings (as required) with external client stakeholders (i.e., Department of State, COCOM/J5, Air Component/A5I, US Embassy Offices of Security Cooperation, Air Force Security Assistance Training Squadron, and AMC/A34.
  • Assisting client leadership with development of special projects (annual reports, senior leader engagements, etc.).
  • After every applicable MSAS mission, coordinating with MSAS Team Leads, HQ AMC/A3 and applicable Security Cooperation stakeholders to provide After Actions Reports and lessons learned to determine mission effectiveness, as well as to coordinate post mission desk officer de-briefs.
  • Adhering to foreign disclosure guidance and processes in order to provide accurate guidance in interactions with partner nations.
  • Supporting MSAS air advisor development by teaching security cooperation related lessons at squadron air advisor courses which take place periodically through the year.
  • Available to traveling to COCOM, Air Component or MSAS directed planning meeting/conferences up to five (5) times per year.

Requirements

  • Contractor personnel shall possess an Undergraduate or master’s degree in an international affairs or international affairs-related field (master’s degree is preferable).
  • Must possess a working knowledge of security cooperation concepts at the COCOM, Air Component, or US Embassy Office of Security Cooperation levels. Experience as a foreign area officer in the USAFRICOM AOR preferred.
  • Contractor shall have recent practical working experience with USAF security assistance training programs (SA TP), funding authorities and legalities, policies and procedures, knowledge of USAF aviation and aircraft systems training methodologies, intergovernmental working relations between Department of State (DoS)/Department of Defense (DoD)/Embassies to develop, define, plan and or monitor international training.
  • Contractor personnel shall possess a secret clearance.
  • Contractor shall have a minimum of ten years of experience working at DoD, DoS or ten (10) years’ experience working International Programs at other USG agencies designated for building partnerships and partner capacity with foreign nations.
  • Contractor personnel shall have a working knowledge and remain current with the latest version of WINDOWS, and Microsoft applications (e.g., Excel, Word, PowerPoint, Access, Project, and Visio).
  • Contractor must be organized and possess a keen attention to detail.
  • Contractor must be able to effectively communicate (written and verbal) mission findings, reports, concepts to client decision makers.
  • All Contract employees shall attain basic level certification in the Security Cooperation Workforce Development through the Defense Security Cooperation University within 3 months after assignment to the MSAS. Details on the training are to be provided by the respective squadron’s training section (DOT).
