About the role
- Lead the development of comprehensive program plans, including scope, objectives, milestones, and deliverables, in alignment with government contract requirements.
- Oversee the execution of the IT program, ensuring adherence to project schedules, budgets, and performance metrics.
- Coordinate with cross-functional teams, subcontractors, and government stakeholders to ensure seamless integration and collaboration throughout the program lifecycle.
- Monitor program progress, identify risks, and implement mitigation strategies to address potential issues and ensure on-time delivery of project milestones.
- Serve as the primary point of contact for government clients, managing contractual relationships and ensuring compliance with all contractual obligations and regulations.
- Develop and maintain strong working relationships with government contracting officers, subcontractors, and other key stakeholders to facilitate effective communication and collaboration.
- Develop and manage program budgets, forecasts, and financial plans, ensuring accurate tracking of expenditures and adherence to budgetary constraints.
- Identify and assess program risks, develop risk mitigation plans, and implement proactive measures to minimize potential impacts on program objectives.
- Provide strong leadership and guidance to program teams, fostering a culture of collaboration, accountability, and continuous improvement.
Requirements
- Bachelor’s degree in Business Administration, Information Technology, or related field or equivalent work experience in lieu of a degree.
- PMP certification preferred.
- Managing projects which utilize AWS resources is preferred.
- Infrastructure, Operations and Maintenance, and applications development/delivery for a large federal program is required.
- Experience Managing NIH application development projects is highly preferred.
- Minimum of 8 years of experience in government contracting and program management, with a focus on IT programs and projects.
- In-depth knowledge of federal contracting regulations, including FAR, DFARS, and other procurement guidelines.
- Proven track record of successfully managing large-scale IT programs for government clients, including budgetary oversight, contract management, subcontractor management, and stakeholder/customer engagement.
- Excellent communication skills, both written and verbal, with the ability to effectively convey complex technical information to non-technical audiences.
- Strong analytical and problem-solving skills, with the ability to think strategically and make data-driven decisions to drive program success.
