About the role

Key responsibilities & impact
  • Provide overall leadership, accountability, and executive-level coordination for contract performance.
  • Direct the integrated IV&V delivery organization and maintain the Government-approved management baseline.
  • Serve as the primary contractor management interface to VA program and government stakeholders.
  • Lead development and maintenance of the Contractor Project Management Plan.
  • Direct the integrated master schedule and work breakdown structure for Government and contractor IV&V activities.
  • Coordinate IV&V activities across implementation-wave testing, iFAMS operations and maintenance releases, product reviews, requirements traceability, dashboards, metrics, risk management, and optional tasks.
  • Oversee weekly, monthly, bi-weekly, executive, and test-readiness reporting, findings, recommendations, and contract communications.
  • Monitor performance against the management baseline and drive corrective actions for schedule, cost, staffing, quality, or technical deviations.
  • Notify VA leadership of significant risks and issues and present impacts, mitigations, required decisions, owners, and resolution dates.
  • Lead technical kickoff planning and work-plan presentations.
  • Approve staffing allocations and succession plans and oversee onboarding, access, training, background-investigation readiness, and performance continuity.
  • Ensure compliance with VA FMBT IV&V JIRA procedures, Agile methods, deliverable-management processes, Section 508, information-security requirements, and IEEE-based IV&V practices.
  • Provide executive leadership for collaboration among technical leads, SMEs, subcontractors, VA stakeholders, system integrators, and other FMBT workstreams while preserving IV&V independence.

Requirements

What you’ll need
  • PMP certification required.
  • Minimum 5 years of experience implementing program-management techniques involving federal IV&V processes, Agile test and development methodologies, and industry best practices.
  • Experience managing a large, complex, enterprise-wide federal IT program with multiple workstreams, stakeholder groups, and mission-critical deliverables.
  • Experience directing integrated schedules, work breakdown structures, staffing plans, risk and issue management, executive reporting, quality control, and contract deliverables.
  • Ability to translate detailed testing, requirements, defect, and release information into concise leadership-level decisions and status communications.
  • Strong working knowledge of Agile/Scrum delivery, risk-based IV&V, software testing governance, Microsoft Project, JIRA, Xray, Microsoft Teams, and Microsoft Office.
  • Bachelor's degree in business, engineering, information technology, project management, or related field; or 8 years of relevant experience in lieu of a degree.
  • Ability to successfully complete and maintain the VA-required Tier 2 / Moderate Risk background investigation and suitability requirements.
  • Ability to read, write, speak, and understand English and work effectively in a remote, highly collaborative federal environment.
  • Preferred: Prior VA FMBT, iFAMS, CGI Momentum, federal financial-management modernization, or comparable ERP program experience.
  • Preferred: Experience managing independent testing for implementation waves and production sustainment releases, including automated regression testing and senior-level test-readiness briefings.
  • Preferred: Experience supporting GAO, OIG, FISMA, or FISCAM audit activities.
  • Position contingent upon contract award.
