About the role
Key responsibilities & impact- Provide technical leadership, oversight, and direction across all technical domains within the LEAP Global portfolio.
- Provide technical oversight to ensure advisor activities align with approved Statements of Work (SOWs), Presidential Executive Order directives, Life Saving Humanitarian Assistance (LHA) priorities, and U.S. Embassy foreign assistance objectives.
- Ensure consistency in technical approach across countries while adapting strategies to host-nation operational contexts.
- Identify, synthesize, and scale up evidence-based best practices, innovative methodologies (e.g., 7-1-7 target frameworks, new DR-TB regimens, customized surveillance tools), and institutional capacity-building models across countries.
- Conduct technical quality control for all weekly progress updates and monthly reports submitted by Advisors (submitted by advisors on the 5th of each month).
- Evaluate Advisor deliverables for technical accuracy, measurable outcomes, alignment with national strategic plans, and execution of LHA service delivery goals.
- Provide structured, written technical feedback and actionable recommendations to Advisors and the PMO.
- Maintain standardized review rubrics, quality assurance SOPs, and technical evaluation tools for portfolio deliverables.
- Review technical products for completeness, consistency, and compliance with approved reporting guidance.
- Synthesize country-level data and monthly advisor reports into executive briefings, technical memoranda, decision support tools, and quarterly portfolio analyses for DOS/GHSD leadership.
- Identify implementation bottlenecks, policy/regulatory barriers, operational risks, and opportunities for enhanced USG engagement or multilateral co-investment (e.g., Global Fund, Pandemic Fund).
Requirements
What you’ll need- Doctor of Medicine (MD), Doctor of Public Health (DrPH), PhD in Public Health, MD/MPH, or equivalent advanced medical or public health degree.
- Minimum 15 years of progressively responsible international experience leading, designing, and managing complex global health portfolios in low- and middle-income countries.
- Minimum 10 years directly supervising multidisciplinary teams of senior public health advisors and technical specialists.
- Demonstrated technical expertise across one or more core LEAP domains: Tuberculosis (including PMDT), HIV/AIDS, Malaria, Global Health Security/One Health, Pandemic Preparedness, MNCH, or Health Systems Strengthening.
- Proven experience supporting or working directly with the U.S. Department of State , USAID, CDC, PEPFAR, WHO, or the Global Fund.
- Demonstrated track record of technical oversight, technical writing, executive briefing preparation, and decision support for senior USG officials.
- Deep understanding of USG foreign assistance frameworks, Presidential Executive Order directives on LHA, Global Health Security Agenda (GHSA), International Health Regulations (IHR), and Joint External Evaluations (JEE).
- Proficiency in health data visualization tools (e.g., Tableau, Power BI) and monitoring frameworks.
- Exceptional executive-level communication, diplomatic stakeholder management, scientific writing, and risk management skills.
- Fluency in written and spoken English required; proficiency in French, Portuguese, or Arabic desirable.
