About the role
- Coordinate WLWA's health and safety responsibilities across all operational and office-based activities, championing a safety-first culture.
- Support the Managing Director and senior managers in fulfilling their legal and moral duties under UK health and safety law.
- Lead the design, implementation, and review of Risk Assessments, COSHH Assessments, Safe Systems of Work (SSOW), and Standard Operating Procedures (SOPs).
- Maintain a central register of safety-critical documents with version control and team access.
- Use digital tools such as Work Wallet to manage audits, inspections, incident reporting, permits to work, and toolbox talks.
- Act as WLWA's Competent Person for SHEQ matters and maintain legal registers covering relevant legislation and codes of practice.
- Lead engagement with Health and Safety Executive (HSE), Environment Agency (EA), local authorities, and other regulators.
- Lead WLWA's SHEQ audit programme, conduct site inspections (scheduled and reactive), and manage third-party audits and external assessments.
- Produce SHEQ KPI reports for the Head of Operations and Senior Leadership Team, and support integration of SHEQ risks into WLWA's strategic risk register.
- Ensure all contractors and agency staff receive robust SHEQ induction and manage WLWA's Permit to Work system for high-risk tasks.
- Maintain and test WLWA's SHEQ emergency procedures, lead post-incident reviews, and support site-level drills.
- Collaborate across WLWA teams (Operations, Procurement, Governance, People and Culture, Comms) and engage with external partners, contractors, and professional networks.
Requirements
- NEBOSH Diploma or equivalent Level 6 health and safety qualification (Essential)
- Membership of IOSH (Graduate or Chartered) or equivalent professional body (Essential)
- Proven experience in a SHEQ management role within an operational environment, ideally in waste management, utilities, or similar high-risk sectors
- Strong knowledge of UK health and safety legislation, environmental regulations, and quality management systems
- Experience developing and implementing Risk Assessments, COSHH, Safe Systems of Work, and SOPs
- Hands-on experience conducting audits, inspections, and investigations, including root cause analysis
- Experience working with regulators such as HSE and Environment Agency
- Strong stakeholder engagement and communication skills, with the ability to influence and coach teams at all levels
- Proficiency with digital SHEQ tools and systems (e.g., Work Wallet or similar platforms)
- Ability to work independently and collaboratively, demonstrating initiative and a proactive approach
