Key responsibilities & impact
  • **Responsibilities**
  • **Business Analysis & Requirements Management**
  • - Conduct project initiation activities to identify business problems, objectives, and application-related issues
  • - Gather, analyze, and document business and system requirements for new applications and enhancements
  • - Produce SDLC-compliant Requirements Definition documentation within established timelines
  • - Ensure all documented requirements are clear, concise, complete, and aligned with agency standards
  • - Define and document business processes and workflows for current and future-state systems
  • - Facilitate meetings with stakeholders and document project decisions and action items
  • **Application Development Support**
  • - Collaborate with business and Information Systems teams to align technical solutions with operational needs
  • - Participate in agile development activities and Scrum meetings to represent business requirements during design and development
  • - Assist with the development and maintenance of standardized documentation templates and processes
  • - Support application maintenance, implementation, and process improvement initiatives
  • **Testing & Quality Assurance**
  • - Develop and execute system test plans and testing scripts based on documented requirements
  • - Perform manual testing on web applications to validate functionality and business requirements
  • - Create testing strategies to ensure applications meet design specifications and operational expectations
  • - Identify, document, and track application defects and system insufficiencies with sufficient detail for issue reproduction and resolution
  • - Assist with User Acceptance Testing (UAT) planning and script development
  • **Collaboration & Communication**
  • - Work effectively within cross-functional development teams to foster a collaborative team environment
  • - Communicate technical and business information clearly to stakeholders, developers, and project leadership
  • - Provide ongoing support during system development and implementation activities

Requirements

What you’ll need
  • **Minimum Qualifications**
  • - 8+ years of experience in business and systems analysis, requirements documentation, SDLC methodologies, and agile application development
  • - 8+ years of experience defining and documenting user requirements from multiple sources and preparing complex documentation for business and technical audiences
  • - 8+ years of experience supporting application development, maintenance, implementation, systems analysis and design, and business process improvement
  • - 8+ years of experience defining and documenting business processes and developing process workflows within new systems
  • - 8+ years of experience testing complex systems to validate business requirements and operational functionality
  • - 8+ years of experience conducting meetings and documenting project decisions
  • - Demonstrated ability to work effectively within development teams and communicate clearly both verbally and in writing
  • - Experience manually testing web applications
  • - Ability to write and execute test plans and scripts according to established standards
  • - Ability to identify and document application defects and system insufficiencies
  • - Must be legally authorized to work in the United States without employer sponsorship, now or in the future
  • - Must physically reside within the United States for the duration of the assignment
  • - Must currently reside in Virginia; preference given to candidates in Richmond or surrounding areas
  • - Must be able to work onsite four days per week with no exceptions
  • - Must be willing to attend in-person interviews as part of the selection process
  • **Preferred Qualifications**
  • - 2+ years of experience supporting web application development projects utilizing .NET technologies
  • - 2+ years of experience documenting requirements within Microsoft Team Foundation Server (TFS)
