About the role

Key responsibilities & impact
  • Assist in planning system changes and implementing new applications
  • Analyze DOC policies and procedures to identify system-related needs
  • Elicit, document, and manage both technical and business requirements
  • Evaluate the impact of system changes on agency policies
  • Manage stakeholder expectations and ensure alignment throughout project lifecycles
  • Serve as a liaison between DOC users, IT teams, and external vendors
  • Develop and execute testing strategies aligned with project scope and timelines
  • Perform regression testing and validate system enhancements
  • Identify defects, assess impact, and recommend corrective actions
  • Document and report testing outcomes to stakeholders
  • Support execution of system enhancements and releases
  • Coordinate communication of releases, including contingency planning
  • Facilitate release meetings with key stakeholders
  • Partner with internal teams and external resources to deliver project objectives
  • Collaborate with leadership to resolve cross-functional challenges
  • Maintain professional relationships with stakeholders and team members
  • Develop and deliver end-user training programs
  • Assess training needs based on system functionality and user knowledge
  • Create and evaluate training materials to ensure user adoption and independence

Requirements

What you’ll need
  • Minimum 5 years of experience in negotiation, facilitation, and consensus building
  • Minimum 5 years of experience in requirements elicitation and documentation
  • Minimum 5 years of professional oral and written communication skills
  • Minimum 5 years of project management experience
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future
  • Must be able to interview in person and work on-site as required
  • Must be able to pick up equipment on-site and attend occasional on-site training
  • Local candidates strongly preferred
  • 5+ years of experience with SDLC methodologies including Waterfall, Agile, and Iterative
  • Experience with technologies such as .NET, C#, Microsoft SQL Server, ETL, BizTalk
  • Experience with MicroStrategy, relational databases, hardware, and telecommunications
  • Familiarity with messaging systems, network protocols, and CRM platforms (e.g., Dynamics)
  • Experience with web application and GUI development, reporting, and data warehousing
  • Experience with data analysis, profiling, mapping, and validation
  • Bachelor’s degree in Information Technology or a related field, or equivalent experience.
