About the role
Key responsibilities & impact- Assist in planning system changes and implementing new applications
- Analyze DOC policies and procedures to identify system-related needs
- Elicit, document, and manage both technical and business requirements
- Evaluate the impact of system changes on agency policies
- Manage stakeholder expectations and ensure alignment throughout project lifecycles
- Serve as a liaison between DOC users, IT teams, and external vendors
- Develop and execute testing strategies aligned with project scope and timelines
- Perform regression testing and validate system enhancements
- Identify defects, assess impact, and recommend corrective actions
- Document and report testing outcomes to stakeholders
- Support execution of system enhancements and releases
- Coordinate communication of releases, including contingency planning
- Facilitate release meetings with key stakeholders
- Partner with internal teams and external resources to deliver project objectives
- Collaborate with leadership to resolve cross-functional challenges
- Maintain professional relationships with stakeholders and team members
- Develop and deliver end-user training programs
- Assess training needs based on system functionality and user knowledge
- Create and evaluate training materials to ensure user adoption and independence
Requirements
What you’ll need- Minimum 5 years of experience in negotiation, facilitation, and consensus building
- Minimum 5 years of experience in requirements elicitation and documentation
- Minimum 5 years of professional oral and written communication skills
- Minimum 5 years of project management experience
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future
- Must be able to interview in person and work on-site as required
- Must be able to pick up equipment on-site and attend occasional on-site training
- Local candidates strongly preferred
- 5+ years of experience with SDLC methodologies including Waterfall, Agile, and Iterative
- Experience with technologies such as .NET, C#, Microsoft SQL Server, ETL, BizTalk
- Experience with MicroStrategy, relational databases, hardware, and telecommunications
- Familiarity with messaging systems, network protocols, and CRM platforms (e.g., Dynamics)
- Experience with web application and GUI development, reporting, and data warehousing
- Experience with data analysis, profiling, mapping, and validation
- Bachelor’s degree in Information Technology or a related field, or equivalent experience.
