About the role
- Oversee a portfolio of related programs and projects ensuring alignment with organizational strategy, contract requirements, and customer mission objectives
- Serve as the single program manager responsible for overall contract performance and accountability for cost, schedule, and technical performance
- Engage with government stakeholders to define priorities, resolve issues, and communicate progress, risks, and mitigation strategies
- Analyze program scope, requirements, risks, IP concerns, and security needs; develop and present analysis reports
- Prepare program plans, ensure milestones and deliverables are reasonable and achievable, and communicate contractual obligations across the organization
- Track milestone/deliverable achievement, review/approve invoices, and coordinate with finance for invoicing
- Maintain portfolio-wide tracking of resource allocation and support resource and workload capacity planning
- Partner with business development to identify, qualify, and capture follow-on work and new opportunities; lead capture activities and support proposal development
- Serve as primary programmatic point of contact for external customers, advocate for customer needs, and represent technical thought leadership
- Collaborate with program managers, engineers, and functional leads to ensure technical integrity, operational effectiveness, and high-quality delivery
- Regularly communicate program performance to Tangram leadership and stakeholders
Requirements
- BS in Engineering, Computer Science or Electrical Engineering, or equivalent successful experience in a similar industry role
- Minimum of 10 years of experience managing, supporting, or leading programs in a Federal Government environment
- Demonstrated experience growing the scope and or value of programs or portfolios organically within the DoD/DoW market
- Possess a current/or recent U.S. Government Security Clearance or the ability to obtain and maintain a U.S. government issued security clearance
- U.S. citizenship is required
- Ability to work collaboratively across teams and communicate effectively
- Understanding of Government and Industry program/project management tasks and execution methods
- Ability to manage multiple complex, multidisciplinary tasks and projects
- Experience working directly with Customers to capture, understand, and meet requirements, build relationships, and articulate customer needs
- Strong understanding of software engineering concepts, specifically DoD/DoW software and systems engineering environments including SDLC, agile practices, DevSecOps, and systems integration
- Excellent time and resource management skills
- Proficient with MS Office and Google Suite products
- Team player with demonstrated ability to lead and/or support co-workers to success
- Demonstrated competency in written and oral communication
- Familiarity with Federal acquisition processes, contracting mechanisms, and compliance requirements
- Preferred: Prior experience in capture management or business development within the defense sector
- Preferred: Existing U.S. Government Security Clearance
- Preferred: Master's Degree in Engineering field of study
- Preferred: PMP, PgMP, or DAU Program Management certification
