About the role

Key responsibilities & impact

Reading and interpreting extensive RFPs and tender documents;
Technical analysis and identification of contractual risks;
Structuring high-value technical and commercial proposals;
Strategic pricing for large-scale contracts;
Gathering and understanding technical requirements from clients, with a focus on application development and support;
Participation in RFPs and public bidding processes;
Interfacing with stakeholders at multiple hierarchical levels;
Designing and pricing high-value technology solutions for public sector contracts;
Designing and presenting application-focused technology solutions;
Presenting solutions to internal and external clients;
Negotiating with external vendors to obtain quotes for components of the proposed solution;

Requirements

What you’ll need

Experience in application architecture and solutions (application development and support, agile methodologies, function point analysis, among others);
Strong knowledge of application architectures (monolithic, microservices, APIs, etc.), system integration, support/operational models, DevOps, CI/CD and Cloud;
Experience in technical estimations (function points, person-hours, UST, HST);
Practical knowledge (even if not current) of development languages (Java, .NET / .NET Core, Node.js, Python, etc.);
Analysis of functional and non-functional requirements;
Definition of assumptions, technical risks and dependencies;
Experience in applying AI in application development and support solutions;
Experience in technically defending/justifying technology solutions to internal and external clients;
Knowledge of laws and regulations applicable to public procurement;
Experience in reading and interpreting tender/RFP documents;
Critical analysis skills and risk mitigation capability;
Knowledge of legal frameworks governing contracts for application development and support services for the federal government;
