About the role

Key responsibilities & impact

Oversee the design, implementation, and management of digital learning platforms, including Learning Management Systems, e-learning tools, and virtual classrooms
Provide technical guidance to the team in troubleshooting, debugging, and optimizing system performance
Collaborate with cross-functional teams to design and architect technical solutions for digital learning and integrate them with existing systems and platforms
Liaise with HR, Learning & Development, and IT teams to understand requirements and align with digitalization goals
Research digital learning technology trends, including AI-driven learning, AR/VR, and adaptive learning, and suggest solutions to improve learning experiences
Conduct rigorous testing, identify areas for improvement, and ensure best practices throughout the project lifecycle
Lead and mentor developers and technical specialists
Work with external vendors and tools to implement best-in-class solutions and keep digital learning tools up to date
Define success metrics, gather learning-platform data, and analyze results to measure digital learning effectiveness

Requirements

What you’ll need

PMP, ITIL, or certifications related to learning management or digital transformation are a plus
Familiarity with industry standards and trends in learning and development technologies, including SCORM and xAPI
Prior experience with government agencies is preferred
Strong proficiency in Learning Management Systems, authoring tools such as Articulate and Captivate, and Learning Experience Platforms
Proven track record leading digitalization and e-learning projects
Deep understanding of instructional design, content management, and digital learning trends
Familiarity with JavaScript, Python, HTML5, and CSS
Familiarity with integration techniques, APIs, and cloud-based solutions
Strong leadership and team management skills
Experience mentoring junior team members and working cross-functionally with IT, business, and learning teams
Ability to analyze data and metrics to assess learning-solution effectiveness and make data-driven recommendations
Strong verbal and written communication skills
Ability to present technical solutions clearly to non-technical stakeholders
