About the role

  • Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities.
  • Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies and design optimized future-state processes; lead implementation efforts.
  • Strategic Business Modeling: Develop and maintain business architecture artifacts, including current and future state process models (using BPMN), data models, capability models, value streams, and organizational models.
  • Stakeholder Engagement & Requirements Definition: Collaborate with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements; translate strategic objectives into actionable specifications.
  • Bridge Business & IT: Act as a liaison ensuring seamless communication between business stakeholders and technical delivery teams; articulate business impacts of technical decisions and technical implications of business requirements.
  • Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build considerations.
  • Support implementation and adoption of updated workflows, collaborating with IT, operations, and product teams.

Requirements

  • 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
  • Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.).
  • Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.
  • Reviews, analyzes, and evaluates business systems and user needs.
  • Familiar with industry standard business process mapping, and reengineering.
  • Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
  • Senior Business Analyst with a strong background in digital transformation and business process reengineering.
  • Expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes.
  • Proficiency in analytical, communication and change management skills to support organizational change initiatives.
  • Deep expertise in business architecture and large-scale digital change; intimate understanding of the MITA framework.
  • Progressive experience in a Business Architect role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
  • Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects.
  • Demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments.
  • Exceptional business modeling skills, with proficiency in BPMN, UML, ArchiMate and enterprise architecture frameworks.
  • Superior analytical, problem-solving, and critical thinking abilities.
  • Excellent written and verbal communication, presentation, and interpersonal skills.
  • Strong negotiation, facilitation, and conflict resolution skills.
  • Bachelor’s degree in business administration, Information Technology, Computer Science, or a related field; Master's degree preferred.
  • Demonstrated ability to work successfully with technical and non-technical groups on complex business problems.
  • Strong preference for direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).
  • Experience working within a government or public sector environment.
  • Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt preferred.
  • Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
