Support DA&A in establishing, maintaining, and providing surveillance of the QMS.
Assist DA&A in staffing, training, equipping, and providing standardization for all personnel responsible for implementing and maintaining the JPO QMS supporting Program Management Office (PMO) quality oversight responsibilities.
Assist DA&A in developing and implementing quality assurance oversight processes procedures that assure appropriate program oversight of Defense Contract Management Agency (DCMA) quality assurance activities.
Configuration Management (CM) – support DA&A in the management and approval of configuration management/data management by the Joint Capability Requirements Board (JCRB) and Joint Capability Control Board (JCCB).
Cost support DA&A in providing the Enterprise Cost Estimate.
Assist DA&A in managing procurement and enterprise procurement metrics.
Assist DA&A in managing Government Property (GP) and Government Furnished Property.
Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process.
Assist DA&A in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g., the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management.
Assist DA&A in managing the PMO Integration Council (PIC).
Review, analyze, and evaluate business systems and user needs; write detailed description of user needs, program functions, and steps required to develop or modify computer programs.
Demonstrate expertise in field concepts, practices, and procedures; provide consultation on complex projects and lead and direct the work of others.
Requirements
The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
Experience in program management, technical or business analysis discipline.
Master’s degree in related field, plus 10 years of professional experience, including 6 years professional experience related to analysis and planning.
OR Bachelor’s degree in a related field, plus 14 years of professional experience, including 10 years of professional experience related to analysis and planning.
Three (3) years in support of a Major Defense Acquisition Program (MDAP).
Experience with Service and OSD forms related to PPBE, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD-254 is required.
Demonstrated experience in the program/project status, earned value management and schedules.
Must have an active secret DOD clearance.
Up to 10% travel.
Additional desired skills: Microsoft Offices to include: Outlook, Teams, SharePoint, Excel, Word, and PowerPoint.
Experience in the Acquisition Management System (AMS).
Familiar with DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data.
