About the role
Key responsibilities & impact- Administer grants for legal services to low-income Californians
- Support grant compliance by helping ensure grantees meet statutory and program requirements and reporting deadlines
- Research and write memos to the Legal Services Trust Fund Commission and its committees
- Maintain relationships with volunteers, agencies, grantees, and other stakeholders
- Develop and manage projects to increase transparency, efficiency, and impact of grants administration
- Conduct research and analyze qualitative and quantitative data
- Review processes, program transactions, records, and documents
- Prepare statistical data, reports, correspondence, and special studies
- Evaluate program effectiveness and recommend corrective actions or process modifications
- Conduct audits to identify program inconsistencies or non-compliance
- Provide expertise and guidance to staff in complex program analysis and solutions
- Serve as a communication liaison with State Bar committees, members, vendors, contractors, departments, employees, and the public
- Provide lead direction over programs, staff, or special projects
- Train, assign, coordinate, and evaluate staff work
- Represent the State Bar at programs and functions and respond to inquiries
Requirements
What you’ll need- Bachelor’s degree in a field that develops skills related to essential duties, or a combination of education and experience sufficient to perform the duties
- Program Analyst: two years of experience in data collection and evaluation, research, performance or financial analysis, or grant compliance in a public sector, legal, or nonprofit environment, or equivalent
- Senior Program Analyst: minimum of three years of journey-level professional experience in data collection and evaluation, research, performance or financial analysis, or grant compliance in a public sector, legal, or nonprofit environment, or equivalent
- Knowledge of assigned program operations, services, policies, procedures, terminology, codes, and regulations
- Knowledge of data analysis and research tools
- Knowledge of computer information systems, word processing, spreadsheet programs, internet and web-based applications, and database recordkeeping systems
- Ability to review and analyze complex qualitative and quantitative data
- Ability to audit records and accurately gather, record, evaluate, analyze, and interpret data
- Ability to compile data and prepare narrative and statistical reports
- Ability to communicate clearly and concisely orally and in writing
- Ability to establish and maintain effective interpersonal relationships
- Ability to maintain confidentiality
- Senior Program Analyst: knowledge of office management, budgeting, administration, supervision, interviewing, investigation, personnel selection, and office procedure
- Senior Program Analyst: ability to plan, organize, coordinate, and evaluate programs under conflicting deadlines; mentor, assign, and prioritize staff work
- Excellent communication, precise writing, analytical, project management, and organizational skills
- Experience in compliance, public speaking, legal aid, or grantmaking is a plus
